"AAAAAAAAAAH!" The scream ripped itself from her throat as she appeared in her office, her servant and comrade Mizuki there. With one thrust of her hands, she overturned her desk. The neat, rarely used desk that she had been given by Tsubarisu Kojiro. She just could NOT believe that she hadn't been elected for King. She just couldn't fathom what could have made her uneligible for the Kingship. What could have swayed their decision? What bias could they have for her to not be chosen?
More screams poured forth from her mouth, her unharnessed rage boiling through her veins. But she knew that nothing akin to destroying an office would be enough for her to release her feelings. She had not wanted to make enemies out of those who would help her later, and so she had not allowed herself to hurt any of the other Elders. She would be cast out of Heaven for that, and that was something that she couldn't afford. She did not want to walk among filthy Humans or even worse--The Fallen. She would rather kill herself.
She wielded her Ax with abandon, crushing and cleaving through anything at her fingertips--except Mizuki. She couldn't afford to kill her, she was useful. She knew about Ren, and could probably be used to agitate him enough to show weakness. She would not lose Mizuki.
She bore through everything that was close to her; through shelves and patches of floor; through her overturned desk, through decorations and paintings and useless paperwork that Tsubarisu MADE her file just to keep track of her doings.
Her room was wrecked, but her magic would fix this in a moment. She needed to do damage that was irreversible. Damage that couldn't be cured without a sacrifice.
She was going to pay a little visit to Hell.

Mizuki did not know what to think as Tsubasa moved around the room, just wrecking things, breaking them down, destroying them. There was nothing TO say; she had watched Tsubasa do it for so many years it was impossible to now have a grudge of sorts against it.
Tsubasa was...different; she had been treated unfairly by Heaven, she thought--Tsubasa deserved her rightful place as a King once more, and Mizuki wished that she was an Elder so that she could have voted. She knew what Tsubasa had left for; she knew what she had intended, and what this action upon her return meant; she was not given the title of Ha-ou for whatever ridiculous reason the Elders had used as an excuse.
After nearly three hours of non-stop pummeling, during which they had moved through eleven different rooms for Tsubasa to destroy simply because no one bothered to stop her, Tsubasa looked as though she was ready to rest. Finally.
And Mizuki was there.
"...Is there...anything that you need now...my Lady?"

In the a vacant alley, a thin layer of frost began to cover the ground, as well as several of the trash receptacles in the vicinity. The fabric of reality began to warp around the frigid area, then with an icy gust of wind, a dark portal opened violently disturbing the alley. A foot appeared out of the portal, soon after the rest of the figures body, followed by two dog-like reptilian creatures.
"At last, we've arrived in this accursed layer..." Ilreg said in an exhausted voice, fatigued by the traveling via the "Nexus" to one of the higher realms of Heaven. Looking down at his servants, Ilreg waved his hand to close the portal. The area in which he landed, an alley in between various large buildings, was frozen as if hit by a small blizzard. "Come my servants, we have pressing matters." Ilreg said walking out of the shadows of the alley cast by the enormous buildings into the harsh daylight of the heavenly city. Squinting his eyes, Ilreg and his servants turned the corner of the alley and began to walk onto the streets of the city.
"Following the streets of the city, continue until you have reached the tallest structure, there you will meet with Mikage, she will aid us in plan my darling." the voice in Ilreg's head advised.
"Will I tell her about the two winged ones at my citadel?" Ilreg said, as if he were speaking to someone walking alongside him, passing by the strangers watching him stroll along with his odd looking companions.
"Discuss them, as well as Sanada, see if Mikage will reveal anything about the wretch. And none of your antics here my darling, were here to forge alliances, not create further tension."
"Your wish my mistress..." Ilreg said nodding in agreement, arriving at a huge monolith in the center of the city. Walking up to the guarded doors, Ilreg stopped at the winged guardians, "I am Ilreg Douisis Ofu'ul regent of Dragons and I bear a message for Mikage Tsubasa."

Mizuki did not have the time to listen to Lady Tsubasa's reply. She heard a high pitched frequency in her ears, and she turned away, knowing that the Lady would understand. Tsubasa valued protocol over mindlessness any day, and her first priority was always to see things done as they would normally be done. She was sure that Tsubasa heard the frequency as well and so wouldn't fault her for walking away, which Mizuki did after a respectful bow.
She took the very nicely crafted elevator--the technology had been imported from the Third Layer and functioned quite smoothly, she thought--and used her wings to boost her speed through the halls to the front gate.
There stood a single, solitary visitor with no wings and two pets beside him. He looked rather scary to Mizuki, and foreign; in a world where everyone wore bright colors, he was very dark and moody. The beasts were so much out of place, though--nowadays the citizens had taken to hiring guardians, afraid that the War would soon reach their homes.
Honestly, there was no way to tell whether or not the Sanada Tomo was going to strike. No one knew, not even the Elders and they were the ones who could most closely predict him. This panic was what launched Tsubasa's campaign for running for Ha-ou in the first place. The Lady couldn't bare to see her citizens in an uproar without proper guidance.
"It's not like that stupid King we have now is doing anything," Mizuki muttered through gritted teeth. Tsubarisu Hotaka was doing nothing, and it upset her. He was holed up in his office all hours of the day doing paperwork with his wretched assistance Joan, whom no one really cared about except him.
She took a deep breath. Typically, such vagabonds were turned away, but if he had come to see the Lady...perhaps she would let him in this time. Not that she would be breaking procedure. Anyone who came to see the Lady Tsubasa was given the chance. The question was not whether or not one could see her; the question was whether or not one would survive...and she was not in the greatest moods now.
Mizuki climbed down the front steps of the large, ornate office building and look their visitor in the eye. He did not have wings; that was not a good sign--Tsubasa did not typically like foreigners. She would have to see where he had come from. Mizuki could feel the guards hidden in the landscape throughout the premises size up the visitor, trying to work out a plan as to how they would take him if he was not accepted into the building. She did not blame them. He looked dangerous.
"From where do you hail, guest, and what is your name?" she asked. It was standard; he should have no problem stating either of those things.

Ilreg stared at the winged women who asked his name from the entrance of the building in which he stood. Taking a step further from his servants, Ilreg crossed his arms,"I am Ilreg Douisis Ofu'ul, Lord of the Dragons of the Draconic Realm, and I bear news for Mikage Tsubasa, and her only, which I believe she will find most urgent." Ilreg said coldly. His face seemed to carved of ice as he stared intently at the winged women, patiently awaiting to see the one who would help to ease his trouble with those outside of Heaven.

Mizuki was not aware of any associations with Dragons that Tsubasa held, but considering that they were the most powerful creatures to exist--at least as far as the Celestials knew--it would make sense. She would not deny it.
"Follow me," she said, turning abruptly and leading the way into the large buliding, the revolving glass door something she was sure would present a problem with the large beasts. They seemed to echo their master step for step so she said, when she was safely on the inside, "Your pets will have to enter the door one by one." Afterwards, she added, "You'll have to forgive the state of the building; The Lady Tsubasa is rather...not herself today. She is not in a good mood, so I would suggest that you not step on any toes while you're here. When she is angry, The Lady usually casts aside the biases of race and friendship."
With that, she began to walk briskly down the hall, her high heels clicking as the approached the nearest elevator. Her pristine surroundings were the very epitome of cleanliness, and she hoped that the vistors didn't have anything...dirty on them...

Ilreg followed behind his guide, observing the prestine surroundings of Heaven, his demenor seemed much better since he was not surrounded by whay he deemed, "filth of the Mortal Realm." Walking slowly until Faf-ris and Cer-dra caught up, he increased his pace to match the person who would lead him to Tsubasa. "I think that Mikage will be pleased to hear the are beings that she can vent these frustrations on." Ilreg said, noting the vibrations of the building caused by someone or something very angry.

Mizuki smiled briefly at this visitor, Ilreg; he seemed to have liking for Tsubasa to some degree. The question that Mizuki would want to ask is how they were related; Mizuki had been serving Tsubasa for the majority of her reign in Heaven. They had been through death together. Nothing was going to separate them. And so it was curious to Mizuki that such a being, a Dragon, would bother visiting her. Of course, like the rest of Heaven, she held them in high esteem despite her want to have Ilreg work by the rules while he was here.
She glanced back at his servants as they caught up to their Master, and she felt a little twinge of disappointment. Heaven as a whole didn't believe in servants, unless there was a debt to be paid or something of that nature. Servants were something that Hellion beings began with their horrible mannerisms; she would hope that Dragons were not as uncivilized.
Her lip curled up in disgust at the thought of the Heavenly King Sasuke, who engineered his own servants after finding that Heavenly law had forbidden him from taking any. She supposed that he had gotten around that law because of the fact that his servants were machines and not alive, but...no matter; he was dead now, so he didn't matter. Those poor servants would just have to deal with their new Master, now that their servitude had been put in motion.
A small ding sounded as the elevator reached the ground floor to carry them up. It was spacious, but Mizuki still wondered if both of Ilreg's servants would fit along with them. If not, Mizuki could just as easily fly without them in the transparent elevator to ensure that they had room.
"You'll have to tell me whether or not they fit. If they take all of the room, it's alright; I can fly to the fifth floor. You only need to push the button with the number 5 on it." Because Dragons were so separate from them, so...free from their problems and concerns, she did not know if he would recognize their general writing patterns, or if he could read at all. She hoped that it wouldn't pose a problem, though she wouldn't mind explaining it to him if it did.

"I have never been to this place and I am not familiar with this construct, instruct me on the proper way to activate this contraption." Ilreg said calmly, his usually arrogant tone quelled for the moment. Realizing before hand he would not be dealing with lowly, unrefined mortals, he could relax his otherwise condescending demeanor. As the doors opened Ilreg and his servants calmly proceeded into the elevator, leaving just enough room for their guide to not feel cramped. "Let me as you a question..." Ilreg said, crossing his arms as he laid back on the interior of the elevator, "Does you master, Tsubasa Mikage know of the idiots by the names of Jiishita, and his wretched wench Chikara? Ilreg asked, moving the hair that covered his face behind his pointed ears.

"Because there is enough room..." she racked her mind for a respectful way to address him; she did not know if he was entitled to a special title as a Dragon or not, and was unsure. "...sir, so you won't have to worry about operating the elevator. Provided that Lady Tsubasa needs to see you again, I will indeed demonstrate its usefulness to you so that you need not be concerned about activitating it for future visit. You seem as though you have something important to attend to with the Lady, so that may very well be the case."
As she pushed the button with the number 5 on it, the doors closed in front of them all and the elevator began to ascend, the magic operating it adjust to the weight, which was much more than usual.
When Ilreg mentioned Jiishita and Chikara's names, Mizuki started. It had been so long since she had heard those names; she was sure that they were dead, or something worse. Were they still alive, those two, and what had they become?
"I do believe that the Lady Tsubasa knows of them. She did rule Heaven with Chikara at some point, you know. Tsubasa is the one of the oldest Angels in Heaven, so there is a good chance that she will know a great deal about any Angel. It is the more recent events that delude her, the ones that she did not witness because of her death at the hands of my wretched fiance Yamazaki Ren. That pompous, bastard Heavenly traitor..."
Mizuki knew that she was committing verbal treason, considering that Yamazaki Ren was now a King of the sixth layer of Heaven, but Mizuki, at the moment, had thrown procedure towards slander out of the window, and she took deep breaths to calm herself.
The Elevator made a ding sound, and the doors open. As the last to get into the elevator, she was now in the position to leave first, and she stepped out briskly, not bothering to stop to wait for the visitor.
The fifth floor was still in shambles; the employees and personnel were scurrying around, repairing damage everywhere that their magic could reach.
"Where is the Lady Tsubasa?" Mizuki asked loudly, knowing that she would eventually be answered by someone.
"Her office!" said an Archangel bustling by with a broken desk in his hands, the splinters puncturing him as he walked.
Making a sharp right turn, she continued down the hallway, ignoring the destroyed corridor as she approached two large, double doors. She knocked gently, as though there wasn't any noise going on in the hall and she could be heard easily.
"Lady Tsubasa? You have a visitor..."

Content with the little destruction that she had unleashed on the floor of her workers, she felt calmer. Wiser. More ready to see who in Suzaku's blazes was at her door. She didn't remember having any appointments that day. Not even a casual visit from Hotaka, who had neglected to see her for so long that she was worried for him...
...and the possibility that he could have chosen to side against her.
However, she tried to relieve that thought from her expression. The damage in her office had already been rectified--it had been the first room to be repaired from her menial damage--and it looked immaculate. Everything gleamed with the bright official cleanliness of Heaven.
"Come in!" she said, resting her axe at her back. She hoped that whomever was visiting wouldn't be startled by the presence of it.

"Tread with caution my pet, Tsubasa is easily angered and won't hesitate to kill you..." the voice in Ilreg's head said cautiously.
Ilreg nodded as he walked through the door. As he proceeded through the door, he stood before the large desk of Tsubasa. As he knelt before it, his servants following in kind, lowering his head, "Mistress Tsubasa Mikage, honorable king of Heaven, I am Ilreg Douisis Ofu'ul, regent of the draconic race, I humbly stand before you today in hopes of an information exchange." Ilreg said, trying his hardest to sound sincere to the powerful king. "I come to you today to inform you on the happenings outside of Heaven, and I seek your aid in dealing with certain characters, do the names Jiishita, Chikara, Kojiro, and last but not least Sanada Tomo.? I am unaware of the events that have transpired in all thing related to Heaven and Hell and i wish to become up to date." Ilreg said raising his head with a slight smirk on his face.

Tsubasa wasn't sure why she was being visited by a member of the Draconic race, but she was impressed. Very impressed. He seemed to realize who the figurehead of Heaven currently was, at least, because he had sought her out first, she assumed. It wasn't as though any of the other Kings would care about that wretched traitor Chikara in any case, or her ridiculously pathetic husband Jiishita.
"Yes, I have heard those names. I know of them and know them all personally--" she had to grit her teeth to keep from cursing the Yami-ou's name in the middle of a sentence, "--but information on the goings on in Heaven and/or Hell is something that will have to fetch a better exchange rate than what I feel you have. You have information about one thing--I am more knowledgable. I possess information about a great many things--all of which must be compensated for. An equal price for an equal service. Fair, just...and no one gets hurt..." Tsubasa's eyes clouded over in bliss, as though she was thinking about tantalizing ways to torture this Dragon if he refused.
Bringing her eyes back to rest in the regent's direction, and she said, "Tell me what you know and I will grant you an allotted number of question that I am willing to answer based on the value of what you tell me. That is...unless you happen to have something that would entice me enough to be willing to tell you what I currently know. I am no fool. I will not put myself in a place to be taken advantage of by someone who is requesting from me. That is not how things work in Heaven. We do not have the time nor the patience. Tell me, Ilreg Douisis Ofu'ul, regent of Dragons, what I need to know."
Despite her words, she actually liked this Ilreg character. He was being polite, he seemed to repsect authority where he recognized it...and there was a dangerous twinkle to his eye. It reminded her a bit of herself.
She moved behind her desk, seating herself there and making herself comfortable to hear the story that would be brought to her, waving a hand to summon two chairs--one for Mizuki and the other for her visitor--along with two plushy, velvet, large pillows for the visitors beasts. Provided that he wasn't wasting her time and she would not have to kill him after his tale was finished, she would inquire as to the particular breed of his creature companions.

Ilreg rose to his feet, slowly bowing to Tsubasa, "Thank you for hearing allowing me to state my business today." Ilreg pointing at the pillows that were laid down for his servant, signaling them to be seated before he himself sat before Tsubasa.
"I assure you my liege, I would not come before you to regale you in tales of witty banter and waste your precious time. I came to make light of the situation on behalf of my entire race, the Dragons, who have not been involved in affairs for quite some time." Ilreg said looking into Tsubasa's eyes, not blinking as the cordial smile upon his face disappeared into a stern look.
"Most recently I have been attacked by winged beings, not unlike those who I have seen in my travels to the realm of Joukai. I was able to defend myself quite sufficiently, none the less understand my position, the two miscreants who attempted to sack my citadel revealed themselves to be the ones I named earlier, Chikara and Jiishita. When I mentioned the name of Sanada Tomo, a name I had heard about in my many travels to the realm of Makai, they became defensive and acknowledged a relationship, like an idiot slave angry that it had revealed its master's identity. While I am fully capable of defending myself, I cannot afford such annoyances in my business in the future. A close acquaintance of mine feels I should take this as a threat to my power seriously, with Sanada being King of the accused realm of Hell, I believe he is beginning his campaign against you and your Realm by eliminating those who could potentially stand in his way in the Mortal Realm, starting with me, who unlike that fool Maryuu-ou, choose not to side with her. What I came here to find out was the current situation in the war between Heaven and Hell, because of its potential destruction to my plans for my own kind, whose numbers are dwindling. What I came here to offer was my services to you lady Tsubasa Mikage in the upcoming war." Ilreg said, as he got up and stood before Tsubasa. He then walked around the desk that separated them, now standing in front of the seated Heavenly king, Ilreg slowly lowered himself to one knee.
"I can offer Heaven the power of the Dragons once again to eradicate Hell from existence if you allow me my lady." Ilreg said looking at the floor, and though the act of servitude was not new to him, he still found it to be beneath him. But Tsubasa was quite powerful, and he wasn't in a position to discuss his true feelings. Ilreg remained kneeling, looking at the floor Tsubasa's office awaitng her response.

Tsubasa believed the story--it was very likely that those two fools Chikara and Jiishita had actually attacked him. They did consider themselves to be a savior of sorts to the Humans--just like the ruler of this particular layer, Tsubarisu Hotaka, who was not Tsubasa's list of good and respected people at the moment because of his behavior as far as Humans were concerned. Yes, Heaven's policies were becoming a bit...lax. However, just because the Hellion outcasts were considered lower than dirt--and subsequently the Humans that trampled on such surfaces--did not mean that Humans were acceptible as playmates, associates, acquaintances, friends or allies of any sort. They were to be looked after--because that had been their purpose, after all; and to not look after the Humans would be to disrupt the balance that those accursed Shijin had built--not treated as equals.
However, all of that was an aside. It pertained only a little to the current situation. Chikara and Jiishta--those two were Angels of the sort that Tsubasa honestly had pity on. Up until the moment that they had decided to tarnish their names by rallying with the Yami-ou, they had actually been revered by Heaven and respected by the Sora-ou herself.
Tsubasa had actually referenced them, several times, when petitioning the Kings to lock the Shijin away. They were the reminder that some of the Shijin's rules were wrong, a tarnish on Heaven's potential as a nation; they were the Shijin's attempts to actually hold them in, to keep the citizens of the populace in the Gods' hold for their "experiment" of seeing how things reacted with the world. Humans and Celestials were intertwined, and still are--the Shijin had never wanted them to be their own people. to have their own identity, to be separate. They wanted a babysitter for their other offspring, their other abandoned children. And Tsubasa would not have it.
Chikara and Jiishita had been the first to tell the Shijin that they would rather lose their identity in the eyes of the very Gods that created them and gave them purpose than actually fall prey to their whims and fancies. Tsubasa had actually respected that in them. But it was all for naught, because the Yami-ou had persuaded them to his cause. Such a pity that they had to die; she had wanted to ask them what it was like to face their creators, the ones who could destroy them, and abandon them. What was it like to abandon the Gods?
Tsubasa knew what it was like all too well--to see the face a restrained God, to see the struggling of a God against bindings made of their very own substance. To see the tears on a God's face when she looked at the one she had loved--
"Enough!" she said loudly, to her memories more than to the Dragon before her. Blinking, she saw not the eyes of Suzaku, not the woman--the enemy--that she had been pleading with. She saw Ilreg Douisis Ofu'ul, the Dragon who had come to warn her and offer his particular brigade of Dragons for her usage.
To her blink she added a hand gesture, indicating that her previous outburst was in response to the Dragon's decision to kneel while he was speaking.
"Noblemen such as yourself need not bow to me. I am but a humble influence in this realm; I am no longer a King." She wanted to add that she was more than a King, that she was a Great power, but he would see that in time and come to accept her phrasing a humility. She would see to it.
"I appreciate your sharing of information, and I recognize your tale and your offering of soldiers for the War as sufficient enough to warrant my own information in return.
"If you did not know or have not heard from stray villagers outside, I myself was deceased for a while. During the time that I was deceased the then-rulers of this Realm made very poor decision for Heaven, and we have sustained large losses because of it. Losses in sufficient Kings, losses in population--both from Falls and from death by battle--and so I, newly resurrected by magic that was engineered here, have no choice but to clean up this mess.
"Trying to cut their losses, Heaven has tried to once again make amends with its attackers, and we were betrayed. We believe that our own Ha-ou, Hishikawa Tohru, is now missing because of Hell's betrayal. They had ateempted to assassinate her at an earlier time, and I refuse to believe that it is merely a coincidence that she has gone missing now.
"Because I have been 'gone', as I will put it, for such a long time, I am unfamiliar and not close to the Kings that I now serve under. Only two are those that I know, and one..." her fist began to shake with rage, but she subdued it--she didn't want to accidentally behead her guest in her fury--"the one who put me to death in the first place and is a traitorous fool, is here, in Heaven! Planted by that fickle Sanada! He was implanted as a King in the sixth after Hell occupied it and he is still there. I know that he is against us. But his family, descended from The Byakko--the Yamazaki--are old and respected here. I am no longer heard.
"As for the status of the War...we have new Kings, as I told you, and there are many places in Heaven that are functioning at the moment under Elders because there is no King at all. We are unfit for War. The young Kings seem to be split between trying to reserve forces for a counterattack and wanting to storm Hell without a battle plan. One such foolish King did so--Isurugi Mei--and she was rewarded with defeat. I should expect nothing less from a cursed Fae. They do nothing but lounge about and dream about their own origins. I am surprised that she was not killed trying to figure out the concept of a rainbow on the battlefield. She is inexperienced, and not of any help to me. However, she was instated by the Great Chiyo, who managed to shelter Heaven from Hell for a number of years by manipulating Sanada into thinking that she still loved him.
"We need to prepare. I am not sure at the moment why Hell is not attacking currently--and if I wasn't so repulsed by Hell I would try to get some intelligence--but because we are not having to defend heavily, I say that we should be preparing for War. We need to either elect new Kings or instate the old Elders, and we need to build our numbers, our allies--by Suzaku's fire, we should have the Cherubim and the Kyrum possessing human bodies so that we won't sustain physical bodies when we are attacked. The Malakim should be training twice as hard!
"But what are we doing? We are waiting. Why aren't we preparing? Because the young and frail leaders having grown their spines yet. Frankly, I do not expect that this realm will be taken. I will be ready, even if my petty superiors are not.
"Ah, and I should tell you about the one older King that we have. She is a meaningless, insignificant former colleague of mine, who has nothing better to do but tend to her adopted child and attention-starved husband. She does nothing for her layer other than carry out her duty that the Shijin gave her. With her power and force behind us, we could deal a serious blow to Hell. But she believes in 'peace without fighting'. She will not join the cause.
"I alone am left to deal with all of these issues. I alone see the fallacies and dangers. But that does not change that Heaven need all the reliable and respectful help that it can gather. I am lucky to be able to name you as both...for now."
Setting her hands on the desk and holding her hands together, she adde bluntly, "And if you betray me in any way, shape, or form, I will kill you myself. One step out of line and I will have your head rolling on my desk and draining blood onto the floor. Do we have an understanding?"

Ilreg stood before the Heavenly king, relieved that he no longer had to assume the role of subservience he had to feign the moment he entered Tsubasa's office. "Yes, I understand completely. I am happy to see we can stand as allies my liege, but hear this as I mean you no disrespect, if you are the one to betray me, I assure you I will die, and it will be because drowned in a sea of your Celestial blood. I don't take well to traitors, no matter who or what they are, and I don't make threats, only promises." Ilreg said, a smile appearing on his face.
Crossing his arms, Ilreg looked directly at Tsubasa, "Now that we have assured one another of the ensuing potential lethality of betrayal, I will await your orders my liege, I can have my fellow draconian allies ready to follow heaven at a whim." Ilreg said, smiling at Tsubasa comfortably. Ilreg seemed to like Tsubasa, like him she understood that those who are in power need not mince their words to anyone, withholding was for cowards. She also seemed to understand the importance of a strong alliance, and like him, all traitors well be dealt a painful, deadly reminder of the folly of their actions.

Tsubasa liked him. He was cocky, but he knew his place. He was obedient, but he was not a fool. He knew what he was getting into and demanded that it be on equal terms, with equal consequences from breaking the set rules. Even if he wasn't strong enough to kill her and live, he would be taking her with him.
She smiled. She needed someone willing to die rather than be persuaded by the enemy.
"You and your company are at ease for the moment," Tsubasa said. "There is no need to call upon your forces right now. We are still in the process of acquiring intelligence. You are given official permission to roam Heaven by myself, the Elder of the Fifth Layer. Anyone questioning you can see me directly. I will be sending out paperwork presently. Mizuki," she barked suddenly at the servant, "See to it that the paperwork is completed and processed."

"Thank you my liege, I assure you, you will not be disappointed, now I will take my leave to procure allies of the Draconic race to swell Heaven's ranks with capable warriors." Ilreg said bowing again to Tsubasa. The feeling of having allies whom Ilreg had so much in common with was odd to him. Tsubasa installed fear in all those around, come smiled before turning to leave her commanding respect with no tolerance for those she deemed weak, and Ilreg like this about her. Ilreg smiled at her, turning to walk out of her office, "Faf-ris, Cer-dra come, we are off." Ilreg said as he continued past the plush pillows upon which his servants sat. They proceeded to follow him out the door, leaving to Heavenly King to ponder the deal which had just been struck.

Mizuki, who had stood at the door the entire time, being observant and vigilant, now smiled in the same manner that she did for all visitors to the building. She said cheerfully, "Would you like my assistance in finding the exit for this building? You seemed uncomfortable with the elevator earlier. Or, if you don't need help with that, perhaps a tour of our city?"

Kouzetsu walked down the hallways of the large building that held Tsubasa's office at an accelerated pace. As he strolled quickly, he did so fast enough to arrive at his destination without causing a stir about running down crowded hallways, something he scolded several workers on before. As he walked Kouzetsu held on tightly to a very official looking piece of parchment. As he got closer to his destination, he began to notice the hustle of Tsubasa's busy workers.
Seeing the clerical workers busy gave Kouzetsu a sense of pride, he respected the firm hand Tsubasa held over those that she commanded, it reminded him of the discipline he adhered to in Heaven's ranks as a Malakite solider many eons ago. Turning the corner he saw the doors to Tsubasa office open, and as Mizuki walked out accompanied by a man with long white hair, horns and two strange looking dog-like creatures.
"Interesting..." Kouzetsu said to himself as he walked closer the door to the office. "Mizuki, how nice to see you, if you excuse me there is a matter of the utmost importance in which I must see lady Tsubasa, so pardon my lack of conversation." Kouzetsu continued as he walked past Mizuki, straight into Tsubasa's office, leaving her with her odd looking companions. As Kouzetsu walked in the office he saw Tsubasa sitting at her desk, smiling apparently, which wasn't good as the news he came to bring would most likely destroy her rare, pleasant disposition.
"My lady, my most sincere apologies about my unannounced arrival, but I believe I have in my hand news most pressing to you that you have not and will have received had I not choose to bring it to your attention." Kouzetsu said firmly as he stood in front of Tsubasa's desk. "This letter I give to you, which I assure you is a perfect facsimile, was replicated by me from Lord Hotaka's own personal copy, it is an invitation from the leader of the 'fallen' in regards to some Celestial Conference, in which all kings are asked to attend. If I may be so bold in my inquisition, what are your thoughts on this my lady." Kouzetsu said, placing the letter on Tsubasa's desk, commencing to place his arms at his sides, awaiting Tsubasa's response.
