"What do you suggest we do? After I get cleansed, we can act out these 'plans'. I do have to gather my suporters though. I believe the Elves will help, I do have some influence with them."
Setsuna sighed heavily; she still had to talk to Xanthus. They would have to postpone all martial plans. Then she had to let Bahlar know what was going on. And Kirara, it would be dangerous, her daughter would have to go stay with someone else.

Tomoyo laughed uproarishly. "Haven't you wondered why you can't get the elves completely? I'll let you in on a little secret," she said, lowering her voice to a whisper, "...the elves were the ones who lent me the magic to create Hell in the first place."

Setsuna nodded, "I will try...they might believe her, or shake in fear of her power. They might side with her because of this. But I will call a meeting, or least talk to the elders--but I don't particularly care for them at the moment."

Tomoyo sighed. "They're all scared, on the inside, that Heaven may perish in this War. They all think that I am a monster who will pillage their Kingdoms, rape their women and enslave their children. I have never been that way. And I don't even think that a war should exist inthe first place. They all believe in me a little, because they haven't allowed Tsubasa to reign free completely; they still respect their own positions. But because we've gone so long without an era of peace...I think their faith in me to settle things is waning..."

[wow, i haven't responded in a while.]
Setsuna nodded. It was true; she received reports of the talk going around Heaven. The word was that they would not trust Tomo. Tsubasa, on the other hand, they were reluctant to believe. But in either case, the people needed to hear the truth.
"Present them with the truth of the matter. Eventually, Heaven, aside from my layer, will choose what seems best to them..." She shook her head, thinking of the past. "If only Chiyo-dono was still with us..." She fell silent.

Tomoyo gritted her teeth. She had no right to say anything negative about Chiyo...but she had been the one to take her childen away. Her twins. Her beloved twins.
Minako. Yamiko. I miss you...
Tears welled up in Tomo's eyes before she knew it; but she didn't mind, because Setsuna had been friends with her since the Toki-ou's own birth.
"...my children, Setsuna. My children..."

Setsuna looked away as Tomoyo teared up. She didn't know what to say, true her child had never been taken away from her...
"Where did they go?" Setsuna paused before she continued. "You have to remember, when you killed her, she was away from her children, she missed them as well. Chiyo-dono was hurt and therefore sought retribution for what you did, so she took them. Hopefully, Dono will come to realize that taking them will not solve the issues you and her have. She'll be back, she will..." Setsuna fell silent, she didn't know what else to say or how else to console Tomoyo.
"...um...don't...cry. I cannot deal with such things..."

"Do you think that if I knew where they were, I would be here speaking with you? I want my children and I can't find them. I will never find them. And the thing that saddens me is that I do not have the right to. I do not have the right to pursue my children, because I killed their mother and it was her right to take them from me. IT WAS HER RIGHT TO TAKE MY CHILDREN!!!!" The tears were still welling up in her eyes, but none of them fell; she was too angry.

Setsuna sighed. It was never easy trying to get Tomo, or anyone for that matter. To see her objectiveness. Why did she even bother.

Tomoyo sighed, collecting herself. She had forgotten whom she was complaining to. The ONE person whom she knew she couldn't expect to actually understand her feelings. For Setsuna to understand her feelings would be the death of her by Tsubasa--that wasn't what Tomoyo wanted for her closest friend at all.
Considering this, they would have to keep to the subject at hand; that would be the subject of stopping this unraveling War between Heaven and Hell.

[You know, in the stories that i've written Setsu and Tomo don't get along at all (They're always yelling French things at each other). What a contrast from the actual rpg!)
"Okay, so what do I do to join Heaven to fight against the insurgents? Give me your suggesstions." She sighed. "I rather not have to do this at all, this is not my job, this is not my purpose. But since She is gone, I guess...I guess I'm the best person to do it..."

Tomoyo was actually glad to see that things were going well in terms of Setsuna realizing what she must do for Heaven. It had been entirely too long since Hell had been ruled by a decisive leader. Entirely too long since they'd had a true Elder, someone who knew the entire story of Heaven and knew what Heaven's true path was, something that didn't warrant War and fighting. Something that didn't involve pain and suffering for everyone.
Heaven needed someone who realized that Hell wouldn't fight Heaven if they didn't attack first.
"I think," Tomo said, "That you need to have a meeting with all the major Kings of Heaven; that you should tell them, and all the Elders that you are in charge and that you will lead them and all that. It shouldn't be too hard for you--you're the oldest one there..."

Setsuna stared off. She blinked. While she felt she was a very good leader, treated her subjects with care, handled business with decisiveness--the leader of Heaven. She had never considered it. That position belonged to Chiyo-dono.
"I don't know Tomo. Sure I am the oldest Heaven King, but I'm not the oldest capable representative in Heaven to lead. The Elders are much more knowledgeable in the ways of the celestials. Remember I spent many years on Earth. I don't think I'm the best person for the task." Setsuna paused to reconsider.
"If I were to lead Heaven in this plight, would I have to leave my home, my layer, to take control of the seventh?" She sighed. "I would need everyone to put their absolute faith in me. I'm I good enough to demand people to follow me? Am I really that good. I'm no Chiyo-dono, she is a leader."
Setsuna fell into an unsettle-ing silence.

Tomoyo said, without hesitation, "You are thinking in a straight forward manner. There is more than one way to control an empire. You need not relocate to the seventh layer. You can make it clear through your leadership that even if you appoint someone to the position of King of the Seventh, that you are the true authority as the eldest King. It is very simple; you've had the power to do it for many years now. It is now the simple manner of actually taking what belongs to you. You cannot leave Heaven to the mercy of Tsubasa. You must battle to make it right, even if you are not on the front lines. Rei is not the King of Hell--but every citizen knows that if I am not available all issues are handled by her, and she isn't even the King of the Sixth. It is the respect that you command and the authority that you demand politely.

"Actually," Tomoyo said, rubbing her chin. I need confirmation from the Kings of Heaven that we are at War. Other than Mei attacking me in vengence for Tohru, I need to know that Heaven means to declare War with Hell right now. I need to know personally, from the Kings that are in Heaven right now, which I know aren't too many. I don't want to hear what Tsubasa is making them say. I want to hear what they have to say when they're forced with a decision that they don't want to make."
Tomoyo began to gather her clothes about her. "I will propose that we all meet in the Mortal Realm, considering that Tsubasa will never step into Hell other than to kill my inhabitants, and I refuse to be put in a place that will jeopardize myself. Not that I think I can't handle myself. But whoever runs the layer in Heaven that we meet in will be penalized after for allowing me to enter there. I know it.
"Tsubasa will not be able to pass this up, considering that she will want to see where her allies in Heaven are. None of the other Kings will miss it because they won't want to get on her bad side. And it is also the perfect place for you Setsuna, to show off your influence. Reason with them while we are there. Tell them that we should not be like the primitive Humans, firing without knowing what is ahead. Let them know that this meeting is mandatory for the Elders and Kings so that they will know the terms of War. We will map out everything. I will see you there."
Wrapping her cloak about herself, feeling happy about her idea, she prepared to leave.

Tomoyo smiled. Setsuna was one of the few people who, like her, appreciate everything that the Mortal Realm has to offer--including the languages.
"Pas rien," Tomoyo replied. "J'espere que tout le monde peut trouvre un solution."
And with that, she gathered her magic and was on her way, ready to organize her meeting.
