Tomoyo did not waste any time. She wasn't supposed to be in Heaven, but...she had her ways, and in the same manner that she had visited Setsuna and Ren without the knowledge of anyone in Heaven, so Tomoyo found herself again through the "holes" that she had created in the interest of having access to Heaven no matter what their policy was toward her at the time.
Sending Symphony out in her stead--her cover was much better, being able to hide in the Shadows and whatnot--she had very neatly rolled pieces of parchment placed on the desk or throne of every Heavenly King, from Tohru to Asaba. She wasn't sure who exactly would be in attendance--she'd heard rumors that a few Kings had left but did not know the details of which ones--but delivered them all in any case.
The letters, written in the neat, ornate handwriting that Tomoyo had picked up from seventeenth century Mortals read thusly:
To the ruler of this layer,
You would be surprised to know who is writing to you but I will not be delaying the answer. Sanada Tomoyo, Ha-ou of Hell requests that you so kindly join my own Kings and I in a conference to discuss recent turmoils between our two Realms. Recent events between certain advocates that represent our sides, opinions and outlooks have interacted in ways with serious represcussions. As a Ha-ou, I need to know where our intents stand as of now, so that we may hash out what truly needs to be done in this, the most severe of cases. I implore you to meet with me in the Mortal Realm, a neutral ground where neither side will feel the pressure of ambush or betrayal. I have secured a location that you will recognize almost immediately, a cathedral in the center of Devon, England that is the only source of Celestial magic, and I am sure that you will find my signature easily tracable for this event. In the case that a treaty of peace of some sort cannot be drafted, or if the majority of the Kings of Heaven insist, we shall discuss terms of War. I expect to see as many Kings as you can spare in attendance.
