New Babylon is a ninja organization based off the ways of the old Tenmeigakure society, led by the Malakite, Oracle the Takusen. The entire population of New Babylon is made up of humans that can manipulate elemental magic, using them to enhance their own combat skills.
Every member of New Babylon were once civillians in the Village of the Dawn before it's destruction. And due to the allegiance their late clan leader -- Kyoumou Tsurugi -- made with Skylight Industries, every member uses their talents in martial arts and/or elemental magic to govern and police the Ningenkai through it's new owner, Markus Bleache'; aka, Oracle, to make the world a better place for themselves and for Skylight Industries.

Government and Ninja Classes:
Jaffa The Jaffa are the Head Guards of New Babylon. Originally being seven in the old Tenmeigakure order, they were all murdered before the village's destruction by the elders. The newly appointed Jaffa now contain six of the best ninja in New Babylon, regardless of class and hand-picked by Oracle himself.
They continue to follow the doctrine of the old order, which is acting as the advisers and council of the leader. However, the Jaffa are also assigned a regime of different ninja classes to act as their own infantry during battles that require the presence of not just one Jaffa.
Elders The Elders of New Babylon are the only ones still highly knowledgable of the old Tenmeigakure order. They consist of twenty-one of the most powerful sages in the organization; one sage for every element in the Kiseki Universe. At least six elders house the scientific minds that rival the worlds greatest doctors, theorist and inventors, using their knowledge to enhance both the benefits of New Babylon and Skylight Industries.
But unlike their place in the old order, the six wise Elders are also members of the New Babylon Council, joining the Jaffa to make up twelve members of the New Babylon Council. Besides the change, the Elders are still the members looked upon for guidance and ideas; this time for situations involving and not involving combat and war.
Ai The Ai of New Babylon are the assassins; the untouchable killers and equalizers of the organization. Like in the way of the old order, they eliminate any threats to New Babylon and Skylight Industries. They carry a mixture of old-fashioned weapons and technological advancements made by the Elders.
Their ability to hide in plain sight makes them great tools for undercover operations, stealth missions and gathering information. And with the exposure of the world through Skylight Industries, the Ai are more deadly and effiecent of an assassin than from the old Tenmeigakure order.
Shiloh The Shiloh are the berserker class of New Babylon. Mostly following the code established by the old Tenmeigakure order, the Shiloh represent the muscle of both New Babylon and Skylight, also assigned to eliminate enemy threats to both the organization and the company.
Originally being nine in the old order -- seven of which were female -- the lack of their presence during the destruction of the village left the class almost close to extinct. The newly appointed Shiloh now consists of ten; five male and five female, still known for their innate ability to kill with the force of their weapon rather than the actual use, leaving a path of destruction behind them.
Dan The Dan are the elementals of new Babylon, mostly practicing the magical elements that mostly reflect their unique personalities. Differing from the elementals of the old order, the Dan are not the weakest ninja. They compensate for their lack of hand-to-hand combat with their great knowledge over elemental magic.
They are a must-have in each Jaffa's personal infantry and the personal assistants of the Elders as they present new ways of enforcing righteousness to Oracle for the benefit of the world.
Canaan The Canaan are the once deemed "classless" in the old Tenmeigakure order. But since the establishment of New Babylon, they have been functioned for combat and world patrol instead of conducting meaningless chores.
The Canaan are the reverse of the Dan, where as they have limited knowledge of magic but use their extreme knowledge of martial arts to compensate. These ninja are the most popular with each Jaffa's infantry, using them as the main soldiers for each of their squad. They may be the common ninja, but unlike the old order, they are anything but your run of the mill ninja.

I disagree that you could find twenty-one people in the tatters of an organization who are EACH geniuses...I'm talking about the Elders...
Other than that, this is fine, so long as you remember that not everyone in your organization can be "1337". What you say in this post and what happens on the battlefield are two different things, and Oracle you've always been better at talking the talk than walking the walk. Make sure your NPC members are fair and we won't have any problems.

Whereas the clan leader of the village -- the late Kyoumou Tsurugi -- aimed to use the Tenmeigakure to make the world a better place by enforcing justice and order throughout the Ningenkai, their lackluster inability to make themselves known to the public made them sheltered to what the world was truly going through. Now established as the organization "New Babylon" with the aid of Skylight Industries, not only are they aware of the world's problems, but they now have access to the tools and necessities to accomplish their late clan leader's objective.
