Monochrome [Mizuki; FINISHED]

[Mikage Tsubasa]

Tsubasa growled as she sat at her desk. She had been doing this for weeks, months; getting the fifth layer's paperwork back on track. There was not enough to keep her busy. Paperwork was boring...there was nothing in it. Tsubasa preferred action. She preferred the fast paced flow of battle; thinking on your feet, reading your opponent, sharpening skills through battle.

Gin was training the Fae recruits. Tsubasa had been invited, but declined attendance. Despite the fact that she abhorred paperwork, she detested and unorganized layer and she had only just received a missive from Mizuki. Paperwork processing in the layers of Heaven were all extraordinarily slow--from every layer except the first layer, which was Elder Satori's. A slow pace in the Fourth layer, Elder Yamashiro's layer, was expected to be slow, as they needed to constantly update reports. Their work was never done. The other layers, however, had no such excuse. There was progress being made in the seventh, thanks to Gin and his work ethic. The sixth was in shambles, their upbeat progress deteriorating with each day that passed without a King. It was hard to believe that Ren had actually done a part of his job, and Tsubasa knew that someone else had to be responsible for his success. She had to tell Mizuki to not sound so proud of the traitor when she made her report, but it was indeed true. That was Lailis's layer now, and in her eyes he was responsible.

The third layer, taken over by Isurugi Mei, was making progress from behind; while Sasuke was a genius with technology, he was terrible with recording his findings or filing reports accordingly. The second layer was still recovering fro the devastation of the attack by the Chaos wielding intruder. That was Mimiko's layer and she was working diligently, she knew, because she had been the most taken by the occurrence.

Then there was a knock at her door, and she shouted, "Enter, Mizuki!"

She had wanted to give Tsubasa an official copy of the reports to use rather than just the summary. She knew that Tsubasa wanted to actually do something more than just approve and process paperwork. While Mizuki very much wanted to see Gin herself, she knew that as her superior, Tsubasa was more qualified to do it. It did not take long to get the scribed reports after mentioning that Tsubasa was asking for them.

She headed briskly to the door of Tsubasa's office, knocking only once because she knew once was the only thing necessary.

"Enter Mizuki!" she heard from behind the door, and Mizuki tucked her hair behind her ear as she entered.

"I have your reports, Tsubasa," she said.

She placed the small sheaf of paper in her hand on Tsubasa's desk, before her.

Mizuki placed the papers before her, not bothering with petty small talk and getting to business. It made Tsubasa smile a bit. It seemed recently that Mizuki was also relieving herself of thoughts of Ren as well, something that Tsubasa had been worried about affecting Mizuki's judgment and loyalty.

"As for the Elders and Kings, I would like for you to specifically to deliver individual reports to their corresponding Kings and/or Elders. I am going to deliver the entire overall report to Gin. After reviewing the specifics, I would like to actually surmise a few suggestions to help the situation. Perhaps a few extra workers should be drafted there are plenty of Angels doing nothing but nursing their own fancies while the dedicated work tirelessly. However, I will save my official judgments for the time that I finish reading. Do you know where to find the Elders and Kings?"

As she had expected, Tsubasa had more important things to do than simply indulging her desire to see Gin.

"Yes, I know where each of them resides, and precisely where and who to leave these documents with. Thank you for asking."

Her duty came first, no matter what. She had to do her job.

There was something troubling Mizuki. It was written all over her face. Tsubasa wasn't even going to ask about it, though; she couldn't think of anything to say, what with Mizuki's particular emotions. And besides, Tsubasa wasn't an emotional person at all.

"When you are finished Mizuki," she said, "Go and seek counsel for your troubles. I don't have time for your issues to obstruct progress." Then Tsubasa paused, grasping at a piece of paper at the corner of her desk, scribbling. She then handed the page to Mizuki. "This is my handwriting..." snatching the paper back for just a moment, she reached to the opposite corner of her desk, grabbing a stamp and marking the page. It glowed then turned black on the paper. "...and my insignia. This pass will grant you access to see anyone." She stressed the last word. "But it will NOT grant you permission to touch or access information out of your normal range. Only a formality. Now go."

Mizuki was shocked as Tsubasa wrote her pass to physically speak to anyone in Heaven under her own vouch. It was both signed and stamped. She didn't know what to say as she looked down at the parchment.

I, Tsubasa, Elder of the Fifth and former General of Heaven, hereby grant Todou Mizuki, my personal apprentice and comrade, the permission to speak in person with any persons in Heaven available for personal request and confidence. She is not to be allowed to discuss or obtain information out of her normal range of access. Any found to be conspiring with her in a fashion that violates them stipulations will suffer upon pain of death.

Access to anyone. Could it be that Tsubasa knew about her small attraction to Gin? Personal relationships were not her forte, and she frowned upon them. Mizuki couldn't really understand why, but she knew that Tsubasa scold nature kept most people away from her on principle. Mizuki now realized more than ever that only those closed enough can hurt you, but that didn't mean that Mizuki was going to give up on love at all, "Thank you," she said, bowing. "I will take my leave to complete my duties."
