[This takes place only a week after the Aftermath]
It was not very often that Sanada Tomoyo herself had to venture to the first layer of Hell on business--but with the incident with Ilreg not long behind her, there wasn't much that she could do. What she was about to do and say didn't sit right with her--it hadn't sat right with her when she had passed this particular decree in all of the layers above this one--but it appeared that there wasn't much that she could do. She believed in the freedom to do what one wanted so long as others who didn't deserve it weren't being hurt in the process, but with so many things happening she couldn't afford for there to be another attack like the one that Ilreg had made.
She was escorted, as she had been with the other layers, by Avalon, still performing healing measures on her back to help her recover as they traveled in a floating caravan. She had left Yomi back in the fifth layer where she was still being treated by other healers; she was in no shape to be moving anything. She was close to dying as is, although Tomoyo didn't want to hurt her pride by telling her, and Tomo couldn't afford to lose her at this point. There was still construction going on for the new underground capital of the Sixth.
But she thought that if such a rule should be delivered it should be done herself and in person. And this was the last layer that she had to deliver this news to.
"I'm here," she said, dispensing with the formal mumbo jumbo, as this was the last location, "to alert you all to a change in security measures for those coming and going in the Realm. All of the Gates to the layers are considered closed. We are not allowing races other than Fallen to enter into the Realm. These measures are being taken to make sure that we don't sustain any covert attacks or violent invasions. As most of you have heard from the news dispatches, there was indeed an altercation in my castle by a Dragons and we are still investigating it. However, we are unsure of the motives and until we know what's going on I need to do something to protect Hell. I am not barring anyone from leaving, though, and if there are loved ones you need to see or interact with who are not Fallen you will have to do so in the Mortal Realm, which we know is the known neutral zone. Please do your best to comply with this rule and work with your respective Kings on this. We don't need a repeat of any of the incidences that have happened recently. If you happen to find someone in any Layer who isn't Fallen, please turn them over to the authorities; they have be taught what to do with them.
"In light of this change in policy, I would also like to remind one and all that we are on the lookout for a Fallen who happens to be a fugitive. His name is Mishiranu Arashi. Many of you recognize his father's last name. It is important that we apprehend him, and I beg of you to do the boy no favors. He's attacked Heaven, and at the moment we run the risk of being accused of a breach of our treaty with them. You're all aware of my policy on War; I'm trying to avoid it. He in particular is a risk to that objective and I refuse to tolerate it. He's very dangerous, and unless you have complete confidence in your abilities I urge you to find a guard on patrol to alert of his whereabouts. I cannot be held responsible for what may happen if someone foolishly tries to catch him themselves."
There were a few more issues that she had to discuss--safety procedure and making sure that all individuals kept in regular contact with their families so that anomalies could be recognized, etc., and by the time that she was finished she was truly exhausted. She couldn't wait to get back home, hold Rakeru and get some deserved rest.
