Heaven was created by the Shijin. They created eight choirs of Angels, each of which began with one being alone:
Miraitsu (of the eighth), Asakou (of the seventh), Nikokou (of the sixth), Atsuitsu (of the fifth), Samuikou (of the fourth), Tsukitsu (of the third), Yorutsu (of the second), and Yumekou (of the first).
These angels fell in love with the Mortal Realm, and as experiments the Shijin dubbed them the caretakers of the Mortal Realm in their place, charged only to deal with the major processes of the day and make sure that things happened according to trend and habit. It is said that they make the sun rise and set, they set the temperature and give rise to the moon at night.
They are believed to be only a myth by Heaven, for the simple fact that they refuse to believe that any Celestial would willingly leave Heaven for the Earth.

What is considered to be the TRUE first generation of Angels are those who were trained to rule as Heavenly Kings and their contemporaries. Their parents are not considered first generation because the Shijin created them simply for the goal of procreating the Heavenly Kings.
Of all the children born in the first generation, each God chose eight to train. After eight years of Training, they would fight each other one by one until the ultimate victor was crowned king.
The choices for each of the Shijin [in descending order from those of the eighth layer to the first] were the following (those who won overall and became Kings of Heaven will be in bold):

After the hightlighted Kings above were chosen, changes were made; Yamazaki Chikara--to be named the "Haretsu-ou"--forfeited her throne to be with her fiance, after being denied the right of marriage to him by the Shijin because of his non-King status.
Shirogane Yamashiro--to be named the "Kibishii-ou"--gave the crown to his little sister, Shirogane Setsuna, upon order of the Shijin once she was born; he had been fighting on her behalf.
The same with Arima Akito, who was to be named the "Ken-ou"; he fought for his soon to be born daughter, Arima Inu.
This also applies to Hanajima Satori--the "Tane-ou"--who fought for his little sister Hanajima Osaka.
This means that the ultimate line up for the first Heavenly Kings was:
Mikage Soramu of the Eighth--"Onbin-ou" Sanada Tomoyo of the Seventh--"Hikari-ou" Ryo Fi of the Sixth--"Sakaku-ou" Mikage Tsubasa of the Fifth--"Sora-ou" Shirogane Setsuna of the Fourth--"Tamashii-ou" Aizawa Sasuke of the Third--"Yurei-ou" Arima Inu of the Second--"Ken-ou" Hanajima Osaka of the First--"Reiji-ou"
These Kings ruled in peace for a short while before the Shijin made a decision to change the structure of Heaven; the Paladim, or those born in the Eighth Layer of Heaven, were thrown out as a whole--the race was bonding deeply with Humans, and the Shijin were fearful that a conspiracy between the Paladim and the Humans would be enough to dethrone them as creators of the universe.

Because of this, Heaven's laws changed drastically; scrambling to avoid meeting the same fate as the Paladim, the Celestial Realm steered as far away from Mortals as possible; now that a clear punishment for breaking rules had been established by the Shijin, the Kings were motivated to use that as an ultimatum for those who were considered unredeemable. Mikage Tsubasa of the Fifth Layer composed and implemented of the rules, which consisted of outlawing most behaviors that were unnecessarily similar to that of Humans. Among these are the seven rules of Carnality, also known as the Sevens sins in the Mortal Realm, as well as being considered a race traitor if you digress from the signature behavior of your particular sub race of Angel. Violating five out of seven of these rules results with the possibility of being thrown out of Heaven.
The Laws of Carnality are as follows:
Lust: Resist the temptation of those who wish to beguile you with sweet words and taunting flesh.
Palate: Stay the temptation of food. Nothing is good in access. (note: this rule also refers to having an appetite for sleep, which is a human habit unnecessary for Celestials.)
Self-Satisfaction: Remind yourself why you are in existence. Our race is one of subservience. We are here to run the Mortal Realm. Do not forget this. The needs of the many supersede the needs of one.
Rage: Do not give into anger. It will lead to nothing but hate, and that is a cycle that takes significant effort to break.
Mendacity: Stay your tongue if all that you can utter are lies. A society of any kind cannot function without being aware of their own faults and shortcomings. Nor you hide yours for the sake of appearing to be more efficient.
Disloyalty: Do not betray your nation, your kings or your livelihood.
Body: We may walk among Humans to complete our jobs, but we are not Human. Do not be obsessed with their habits and do not adapt their flawed ways. (note: this includes leaving the Celestial Realm to do anything unnecessary in the Mortal Realm, including visiting certain places or people, or anything related to the Human experience.)
As an Explanation: The Laws of Carnality are less of an enforced policy and more of a warning for those who were created by the Shijin with the purpose of upkeeping the Mortal Realm (Celesitals--specifcally the Upright). It's to remind them not to fall into the chaos that their race is helping Humans sort out amongst themselves.
If an Angel breaks any single one of these rules once or twice, they do not automatically Fall or become Choirless. In fact, an Angel can break any one of these rules a few times during their lifetime and remain an upright. It's loyalty to Heaven specifically that determines whether or not one becomes a Fallen, as it's a conscientious decision and not regulated by an arbitrary biological system.
There is no way that anyone can see who has broken any particular rules of Carnality, although for some specific Choirs whose resonance is the opposite of a Law--Seraphim, for example, who might lie--the change in demeanor is easily spotted by others. It is doing these things excessively that leads to falling as opposed to a single one.
However, an Angel is considered useless if they consistently behave in the main stereotype that Humans are seen as in Heaven. For this reason, those who have not broken the laws of Carnality hold themselves in higher esteem than others.
As a guide, here is a general list of the sins in order of those committed the most in Heaven to the least (1 being the most and 7 being the least), to help put this idea into perspective:
1. Mendacity 2. Palate 3. Lust 4. Rage 5. Body 6. Disloyalty 7. Self-Satisfaction
Note here that these include small, petty actions such as visiting the Mortal Realm for any reason outside of work and children neglecting to tell the whole truth to the parents. These things count, too, and while some Uprights include them in their self-reflection, others see excursions from the Law of Carnality such as those as insignificant and therefore irrelevant.

By this time, the Kings that the Shijin had prophecized had grown and been trained, and the lineup for the Kings was now different. It consisted of:
Sanada Tomoyo--"Hikari-ou" Kotani Fi--"Sakaku-ou" Mikage Tsubasa--"Sora-ou" Shirogane Setsuna--"Toki-ou" Aizawa Sasuke--"Koorie-ou" Arima Inu--"Ken-ou" Hanajima Osaka--"Reiji-ou"
Tsubasa, now a major force in Heaven advocating for peaceful productivity of the Realm, began to notice the lack of attention that the Realm was receiving from the Shijin. Once again, the Human History that the Angels helped to control was shifting, with their own Wars and powers and thoughts of the powers that be. The Shijin were interested in this, and were now turning a blind eye to the goings on in Heaven.
Tsubasa didn't think that they deserved to be in power. She believed that she saw all of the faults of the Shijin and that she, as a powerful and dutiful Archangel, should ensure that they pay for their neglect.
By speaking to the other Kings, she was able to convince them that taking down the Shijin--or at least subduing and imprisoning them was the right thing to do. As Tsubasa was the general enforcer of the law among the Kings at this point, it is believed by some that she threatened her way into getting her comrades' permission to perform this procedure. Other explanations are that the Kings had each been wronged or crossed by the Shijin in some way, or that they actually just noticed the same things that Tsubasa did. Only the Kings themselves know why they agreed.
Once the decision had been made, the Kings planned for weeks to get a plan together to overpower their creators, working conjunctively together for the first time after having reached a unanimous agreement for the first time.
One by one, they ambushed the Shijin, and they imprisoned them in an obscure place in Heaven. Only those seven Kings know where the Shijin are, even now. It is the only thread that bound them all afterwards.
When the Shijin were imprisoned, some of the Kings had regrets about locking them away, and the differences in opinion on precisely what they had done created a rift between some of the Kings that would never be repaired. However, Tsubasa wasn't blamed; they had all accepted their responsibility for what had transpired.

With the Shijin out of the way so easily, the Kings began to be very cautious. Almost superstitious, as though they expected the Shijin to re-emerge and exact their revenge on those who still lived in Heaven, there are certain portions of Heavenly society that remain the same even though the Shijin were gone.
After a while of peace, though, the Kings relaxed, each falling into agendas for their own layers as per usual. The Ha-ou of Heaven, Sanada Tomoyo, began training her successor, Miyazawa Chiyo, to take her place once she decided to retire. Shirogane Setsuna had begun to search for her lost parents. Aizawa Sasuke was implementing the training of his troops in martial arts, something that he had seen in the Mortal Realm that he thought would be useful to emulate. Other Kings found their own niche in their societies as well.
This was when Tsubasa arrested the Hikari-ou and suddenly took her to trial, claiming that she had broken the law by attempting to discover the nature of her past life. She had recently expressed her inability to remember her past life to several of her comrades, and no one spoke up in her defense. The specific reasons behind their decision of non-support hasn't been recorded, though it is believed that some of the Kings feared sharing the same fate if they didn't side with Tsubasa.
Sanada Tomoyo was cast out of Heaven to the Mortal Realm without any publication of the trial whatsoever, and many of the subjects in Heaven thought that Tomoyo had abandoned them. Others simply had a hunch that she had been cast out. Some believed that she had been cast out for trying to obtain permission to marry Chiyo, whom everyone knew was her unofficial lover. In recent times, most citizens believe that she was cast out for having an enormous Pride issue that could not be ignored.

There was a time of peace during which Miyazawa Chiyo, Sanada Tomoyo's apprentice, took up the mantle of the King of Heaven. Chiyo did not agree with all of Tsubasa's ideals for the momentous and strict control of Heaven, and was not afraid to allow an new policies that she did not support to surface or become law. This did not stop Tsubasa from spreading propaganda about the laws that there currently in place, and she had no qualms using Sanada as a direct example of capital punishment for those who disobeyed.
Many citizens still disagreed with the treatment of Sanada and demanded to know the details of her exile. They were not given answers, and the Kings did not offer any.
There were just as many citizens who did not agree with Tsubasa's imposition into the jurisdiction of those with higher power. They argued that if all of the publicity for the enforcement of rules was truly necessary, the Nikko-ou Miyazawa Chiyo would put it into place herself, not order a ruler from a lower layer to do the work for her. These protests were quickly shut down and dealt with. Not many angels know what happened to those whop were arrested for protests.
It was when Heaven settled back into a routine lifestykle, adjusting to the new Kings that there was one what others feel was an earthquake, some thought was a tremor. However, what is known from the event was that there was a barrier erected in the first layer of Heaven that pulsed with dark magic, and no one could get past it. Each King tried with their own might to take down the barrier that someone else had placed in their home, but none prevailed. The King of the first Layer, Hanajima Osaka, saw fit to render the barrier harmless so long as none of the citizens approached it or bothered it.
