In Game:
The Kouma-sensou is the most recent of the huge battles between the realms of heaven and hell. It employed every ally that either realm was in contact with and both sides suffered heavy losses in not only their allies and military forces but several kings were also killed in the process.
This battle is especially prominent in the history of the realms because it also marked the beging of Heaven's dramatic decline in power, starting off with officers of Hell occupying Heaven and overseeing it's operations for a number of months. It was also this occupation that allowed Hell to place allies or emissaries on their behalf on the thrones of at least two layers, most importantly the 6th layer, who usually acts as lieutenant to the Ha-ou.
It's difficult to say exactly which even triggered the war first, though it's name comes Heaven's participation and that was by far the most scandilous and widely known aspect.
It began with the Deus project. Founded by first layer king Aoki Nayanae, the project used borderline forbidden means to ressurect long dead bodies and call their original souls back from the spirit realm. The first of these being the original king of the Fourth layer of hell, the Oto-ou, Kiryuu Seki. Using Kiryuu as a barganing peice, they managed to manipulate his one-time lover, the original king of the sixth layer of hell, Kaze-ou, Uesugi Yomi, into rebelling against the infernal realm.
By using Kiryuu's life as the barganing chip against which Uesugi would be forced to join heaven's side, the Jou-ou intended to turn one of Hell's most valueable assests against her former allies.
This plan backfired, however, when it became clear that not only had Uesugi had been working on a plan to ressurect Kiryuu herself, but that the former Oto-ou retained all of, and then some, of his former power and was easily able escape from the first layer of heaven once his sense had cleared from the ressurection process.
With that angle gone, heaven attempted another shot at hell using another being ressurected via the Deus project, in the form of the Maryuu-ou, another of hell's former allies.
In a minor skirmish between the two realms, some hundred years or so before the Kouma-sensou, both sides had enlisted the aid of various dragon clans to do their bidding. Hell won this skirmish based on the fact that they had allied themselves with a dragon by the name of Shiraz, also referred to as the Maryuu-ou or Demon-Dragon king. He was able to harness demonic magic despite not having a drop of infernal blood in his veins and was thus very powerful when mixed with his racial magic. While hell did win this battle, the Maryuu-ou was struck down before it reached it's end and his corpse was appropriated by heaven's first layer for further study. (Note that this is also the battle in which the then Arashi-ou, Yamazaki Rei, single-handedly decimated several whole tribes of dragons dedicated to heaven, among those the one that the future Karasu Itsuki was born into. Thus sparking the everlasting animosity between the two)
The tactic to ressurect the Maryuu-ou, in another attempt to turn one of hell's allies against the realm also backfired. Horribly so.
Given that the information on what exactly the Maryuu-ou *was* and why he was capable of using demonic magic was not complete and not at hand, the calculations regarding the exact spell to ressurect him went terribly awry and the Maryuu-ou was ressurected without the presence of a great deal of his soul and mind and consequently his sanity as well.
Contributing to the Maryuu-ou's insanity was the fact that the Jou-ou had destroyed 5 of the 7 Dai-seirei in order to fuel the spells that allowed them to ressurection of the Maryuu-ou. These five spirits, the very manifestations of Love, Courage, Happiness, Terror, Justice, and Revolution, were intensified in the Maryuu-ou and infected his already insane mind, causing him to go on a rampage that destroyed the Jou-ou, Tsuki-ou Aoki Nayanae, Ken-ou Arima Inu, and Koorie-ou Aizawa Sasuke, as well caused major damage to the fist, second and third layers which they ruled.
It was almost simultaneously to the failure of the second phase of the Deus Project the Uesugi put her plans in motion to not only ressurect Kiryuu but also to overthrow the Maha-ou Sanada Tomo and rule Hell herself. In order to gain a necessary power boost, she set her sights on the ledgendary rebels, the Lords of Havoc and slaughtered all but two of them, including the former Jou-ou Hanajima Osaka and former Ma-ou Ohtori Jin.
Despite the power gained from this, once Uesugi's plot was revealed, she, not fully in her right mind either due to her obsession, was switfly dispatched thanks to the work of the remaining loyal hellion kings.
It was also during this time that it was discovered that the Moeru-ou, Karasu Itsuki, King of the Fifth layer of heaven had actually been spying on heaven on hells behalf for centuries and had actually fallen quite some time ago. Once this information came to light, he was swiflty exiled from heaven and was placed on the throne of the second layer of hell to replace the Akuma-ou, Sohma Yuki who moved to the sixth to replace Uesugi. Karasu was replaced by the Okite-ou, Tsubarisu Hotaka, one of the former generals of the original king of the fifth layer of heaven, the long-dead Sora-ou, Mikage Tsubasa.
Not long after the frenzy of the Kouma-sensou died down, Heaven was left three kings short and hell was occupying it's layers. Driving quite mad by the state of affairs, Jouha-ou, Miyazawa Chiyo, once in a tentativly romantic relationship with the Maha-ou and the mother of two of Sanada's offspring, decided that she could deal with the current situation no longer. Forcefully removing the twins Sanada Yamiko and Sanada Mimiko from the Maha-ou's custody, she prepared to declare all-out was on hell once again. Sanada, however, feeling that the situation had gone as far as it could, ordered the King of the Fifth Layer of hell, Yamazaki Rei, still the Arashi-ou at that point, to destroy the Jouha-ou.
In preparation for this, Yamazaki attempted to complete the bloodline granted pact with the spirit element by defeating it's representative. However, preemting her attempt, her twin brother, Yamazaki Ren, interferred. It was decided between the siblings that they would defeat the incarnation as one unit and thus both twins, having succeeded now carry half of the pact with the storm element, resulting in a maze of black lines and runes down Rei's left arm and Ren's right that glow faintly yellow or gold when they invoke the pact.
With a complete pact and the aid of the Maha-ou's servant Symphony, the spirit of the darkness element, the younger Yamazaki twin set off on her assignment and the two were just able to destroy the Jouha-ou, but at the cost of the majority of the now Rai-ou's energy and magical power, which left her severly crippled powerwise for several years.
With Miyazawa out of the way, Heaven appointed a new Jouha-ou. The only being that was able to subdue the berserk Maryuu-ou and subsequently tame it somewhat. This being, formerly the Lord of Havoc referred to as "Higure", Hishikawa Tohru was placed on the throne of the seventh layer of hell as the Yume-ou, due to her pact with the dream element. Replacing Arima on the Second layer, another former Lord of Havoc "Asa", Asaba Ayame, was crowned as the Mori-ou and also changed his name to reflect his changed alianced as Asaba Akito.
On the third layer of heaven, to replace Aizawa, the former Fae general Isurugi Mei was crowned as the Omoi-ou, in reflection of the services she had provided heaven during the battle as one of it's key allies along with Hishikawa and Asaba.
Not long after that, unable to abide by the degredation that was infecting the once honorable title of 'King of Heaven', the king of the Sixth layer of Heaven, Kotani Fi, the Sakaku-ou, resigned from the throne. Being that hell was still occupying the divine realm, Hell took advantage of the recently vacated position and placed one of their allies as it's king. Yamazaki Ren, brother to the king of the fifth layer and then fiance to the king of the seventh, the maha-ou, was crowned as the Ikazuchi-ou of the sixth layer.
Furthermore, another ally of the Rai-ou, a vampire by the name of Morita Haruhi was elected as the king of the first layer of heaven and was crowned the Kai-ou shortly thereafter.
With all layers of heaven and hell now guided by capable rulers, hell withdrew their occupation of the divine realm and the endless intregue and subterfuge between the two realms began again.

Due to the mass number of characters who held important positions but whose players were either inactive or had left the game, it was decided that something drastic needed to be done to explain the elimination of so many players. The Kouma-sensou, as well as a move to a new board, were the solutions that were devised.
