This Realm was surprisingly Kouryuu's idea. When the Shijin established a clear cycle of life, and the beings that they made began dying, they noticed that there was something that lingered on the Mortal Plane even when the bodies were gone, an imposition of the being that died, an inprint of the person's will, experiences, and memories.
This is known as a spirit. The Shijin created the Spirit Realm as a place where spirits could go when their physical bodies were gone. The Spirit Realm is a spiritual, and thusly translucent representation of whatever world the Spirit had just lived in its last life--meaning a spirit from a body that died in London would see the Realm as London; a spirit from a body that died in China would see the Realm as China, etc.--but is only allowed to interact with the other spirits of the deceased rather than those it knew while it was alive.
This in itself proves that there is a strong link between the Mortal Realm and the Spirit Realm--that they are inexorably connected--and that link is very fragile. Some of the more outrageous actions of Spirits can actually breach this link and manifest themselves as strange goings on in the Mortal Realm. The Spirits of more powerful beings may sometimes project their spiritual forms back into the Mortal Realm, to complete unfinished business. There are other spirits who lack this ability but wish they had it very badly.
The Shijin also created two beings who essentially "work" for the Spirit Realm--Anubis and Fenrir [see character profiles]. Anubis serves as the general guardian for the Realm, and makes sure that those who enter do not harm the Realm or its in habitants. Fenrir is the Enforcer, and keeps spirits from quarreling as well as enforces Anubis's rulings on the various beings who visit. He prowls the Realm eternally, not bothering to leave. Anubis is allowed to travel between the Realm, as she was originally the being who retrieved spirits from the Mortal Realm as well as was the person who delivered them to the Celestial Realm for judging.
However, when the Shijin created Heaven they bothered to create Death, who has now taken the job of retrieving fresh spirits from the Mortal Realm. Anubis still appears in Heaven every now and again, though, to take the spirits of the dead to Setsuna, the Toki-ou.
