Tsubasa stood in the emptied bedroom of her highness Hishikawa Tohru. No one had discovered her whereabouts yet, and those who were still loyal to her were still searching. That made her castle open for takeover, and Tsubasa was doing so this instant, commandeering the fortress for a meeting that involved the Elders of Heaven.
After all, she needed their votes in order to become the next King of the Seventh Layer of Heaven.

Yamashiro arrived promptly, pausing to bow first before going to sit on the bed that usually held Hishikawa Tohru. If he were a normal Upright, he would have felt bad about sitting on the bed of the "missing" Heavenly King. But he was not. He was an Elohite and did not feel such things. Rumors around Heaven suggested that she followed in the footsteps of her beloved Miyazawa Chiyo and left Heaven for good. But then again, there wasn't really a way to tell.
Even though he didn't know what this meeting was about, clearly it was something important to Tsubasa-san, because it was a rare occasion where she was this happy.

Mimiko walked in literally two seconds after Yamashiro, bowing to her knees before rising to sit beside her comrade. Speaking from the old Ha-ou's bed--good ridance to that bitch--she said kindly, to Tsubasa, "How are you, Mikage-dono? How goes business in Heaven?"

Lailis was honestly surprised he wasn't the last one there. It wasn't like he had any real work to do, but he was still reluctant to show Tsubasa that he would do what she asked without question. And so, he had taken his time.
"Is there a prob, boss?" he said, speaking to her informally. He didn't even bow; he simply stood by the doorway. "Where's Tohru-ch--ah, nevermind," he said, his aussie-like accent shining through.
Poor bitch must've died. They hadn't heard from her in a while, and Lailis had never liked her anyway...

Tsubasa nodded at the group when Lailis entered. More than half of them had bothered to show up. Good.
To Mimiko's suggestion, she said, "Business in Heaven...is looking up," she said, and then added, without a shred of remorse, "especially now that Tohru is gone. There is no longer a need for her to actually come back; no need to tell the populus that she will return. I will not. I have come to ask of you, when the Satori arrives, whether or not you would be confortable with affording me as Tohru's replacement during her...absence. At least, until we discover the real story about her whereabouts."

Satori stumbled into the room, as late as he knew he would be. There was no such thing as timing for Tsubasa--she called for you and either you were early by being the first or late by being the last. The Elder of the First knew that she was going to be angry. And Satori never liked that. She wasn't the type to take these things lightly. He sighed as he made his way to stand by Lailis, hoping that standing by the strongest of the Elders would help him somehow.

Lailis laughed. He openly laughed. "Do you really think," he said, "That I, or anyone else here for thatt matter, would vote you as a replacement for the Ha-ou of Heaven. There's something you're missing for that position, toots, and that's a heart. I know you're effective, and that you fight for Heaven and all--I appreciate it; you're one of the best, honestly--but you cannot make a warlord a King. One thing that all of our Ha-ou's have been in the past is gentle. You do not possess that quality. Sanada Tomoyo had it. Miyazawa Chiyo had it. Even Hishikawa Tohru--in all of her ignorant glory--had it. You do not. And because of that, I won't give you my vote. I'm against you."

Satori, with the backing of the Elder of the sixth, said, "I agree. You are much too harsh." Thinking about all the things that he wanted to say to Tsubasa, he said instead, more elegantly, "You serve us well as a vessel of War than you would a King. You were a King previously and you managed to torture a descendant of Byakko as well as enable three-fourths of the population of the Fifth Layer of Heaven to be decimated by one Yamazaki Ren, who apparently did not deserve such treatment. You insulted one of the royal families as well as proved yourself a tyrant of sorts. I vote against you as well."
Feelings mighty good about himself, he waited for the response of the other two Elders.

Tsubasa was furious. Had they just said no to her? Had they just refused her the post that she practically already had? How dare they? Talking of gentily and such. All of the Kings had their darker sides, the sides that made them into the powerful rulers that they had been. Sanada Tomoyo had proved herself in recent times to be more cruel than anyone had thought. Wasn't that clear? That bitch created Hell!!!! Miyazawa Chiyo mercilessly killed and barraged so many civilains in the fourth layer of Hell for petty ideals. And Hishikawa Tohru had the same complex. Both had split personalities, and the alternates were NEVER gentile.
Sanada did not have the right to even be mentioned against her. She was a traitor, and Lailis had just proved himself to still be loyal to her in part by mentioning her to Tsubasa's face.
Satori...he was another matter. He was a coward, one with no backbone who only opposed Tsubasa now because Lailis had opened his large, derogative mouth. He would pay later, when she had the resources to "convince" him, and he could not escape her clutches.
She knew that she had Mimiko's vote. However, Yamashiro was an enigma. If she could procure his vote, she could vote herself and the other two Elders' votes would be moot.
She gritted her teeth, but didn't burst in the same way that she wanted to. She couldn't afford to ruin her rapport with Yamashiro now. She could not. She would save her rage for later...

Mimiko was utterly surprised that her Lady Tsubasa had not yet punished those two for their insolence. Why wouldn't they want her to rule? She was what they needed to finally defeat Hell, to be rid of Sanada Tomoyo and all the strife that she had caused in Heaven.
"I vote for you, Lady Tsubasa. I believe you can lead us to victory." she said with a nod of her head and a smile.

"Tch." was all that Lailis said. He had known that Mimiko was going to vote for Tsubasa. But he didn't want to incur Tsubasa's wrath further, honestly. People...tended to die when she was angry. And he would honestly prefer to be some Fallen rather than himself.

Mimiko growled at Lailis, knowing that Tsubasa would try to stop her if she bothered to attack him in front of all of the other Elders. She would have to save him for later, when the pickings of revernge were best. Lady Tsubasa might even help her complete her task. Lailis had never liked Tsubasa, and he was a lover of Lady Tomoyo--that hag--and something would simply have to be done about him. It was no secret that both Lailis and Satori had been in love with Tomoyo in her ruling years, even as they had all been growing up.
Even Mimiko...had once believed that Sanada had been her friend. But no more. Sanada had ruined everything. She could have just stayed in her place, been a good ruler and actually led Heaven to victory over the Human. Sanada was supposed to be the ultimate ruler, the one who was better than anyone in Heaven. She should not have betrayed them, and she was going to pay...
She looked to Yamashiro. The last Elder. It was his vote that would determine Tsubasa's position, and for the love of her Mimiko hoped that Yamashiro would make the right decision. Because of his Elohite background, there was no way that she could possibly predict his vote. She tapped her toe on the floor impatiently as all eyes, she knew, fell on Yamashiro.

Yamashiro did not think his answer required too much thought. All of the Elders were looking at him as though they expected him to take forever to actually make his decision. There was nothing to contemplate but the facts.
On one side, he knew that Tsubasa had killed many; however, despite Heaven's best attempts to appear peaceful, they wished to destroy Hell, which would require a Warlord--or Lady, in this case--and Tsubasa seemed to fit this title like no other.
However, on the other side--
Setsuna believed that there was a way to bring peace to Heaven and Hell without fighting. This would be good, and Yamashiro believed that this was good simply because Setsuna believed it to be. Yamashiro knew that Setsuna and Tsubasa were not on the best of terms right now; he would not endanger his sister by putting this extremist up as ruler. He could not afford the loss of his sister--he believed that she could put an end to all this, through whatever means she saw fit, so long as it did not involve her own fall.
"I vote against Lady Tsubasa for temporary OR permanent rule as Ha-ou of Heaven."

Tsubasa couldn't stop the red tinge that crept up to her face when she heard Yamashiro's vote. He refused to allow her to grace the throne of the seventh?
"Why, Yamashiro?" she said, trying to keep the anger from her voice as she clenched her fists. They shook with her rage, and she knew that she wouldn't be able to keep herself in check much longer; part of being a Deus was the lack of ability to control your emotions--you became out of touch with them while you were dead--and she was trying as hard as she could to reign herself in.
"Setsuna and I could have helped make Heaven a better a place. Could have helped Heaven to crush Hell and finally take the lead of this unending race that we've all had for millenia. But I see that none of this is important to you. That is all right; I will...rest. I will prepare. Your decision is final, and I thank you for your time. I will continue to serve Heaven to the best of my ability from my current position, as I am sure the rest of you will do. We are, ladies and gentlemen, adjurned."
With this, she turned abruptly and left quickly; she would have to take out her anger on something, on someone--she had to do something about this anger.
She would have to kill something.

As Tsubasa stormed away, Lailis could easily make out her shaking fist. Someone was going to pay for the decision that had been reached. For the first time that Lailis had ever seen, Tsubasa was actually holding herself back. He was surprised that she hadn't trashed the entire layer yet. She hadn't reached out in struck either Yamashiro, Satori, or himself, and that as a gift in and of itself.
He could only try to think of what her next move would be. Who would be punished for her lack of promotion? What sort of torture would they suffer? Knowing her, the answer to the former question would be any Fallen to cross her path, and the latter would be the worst thing that Tsubasa could think of.
Lailis, for one, wasn't worried for his own safety. He and Satori and Yamashiro had all gained power since Tsubasa's death, and she hadn't gained much power after her ressurection.
