[This takes place after the events of the Celestial Conference, in which Gin was nominated as Ha-ou of the Seventh Layer of Heaven subsequently for his display of conviction and plans for Heavenly Restoration during the shaky peace brokered at that conference.]
Taking time to absorb the last few weeks was not to hard for Gin to fathom. As a solider he understood the subtleties of promotion of rank, but this was no mere additional chevron to his shoulder. Because of Gin choice of words and his active display of Heavens interest at the Celestial Conference, Gin was nominated and elected Ha-ou of Heaven.
Gin did not let such a thing as a title get to his head though, being as rigid and disciplined as ever he was aware that with this position came the dark cloud that had so often befallen his predecessors, the Shroud of the Yami-ou, Sanada Tomo. All of the previous Ha-ou's had their tumultuous reigns end in tragedy because of this, and whether directly or indirectly Gin felt the Yami-ou had a hand in such, and wouldn't not allow himself to fall prey like the others. Chiyo, Tohru, both Sanada's successors to the position she held as an Upright, both Ha-ou's no longer in Heaven's ranks for whatever reason.
Shaking any form of doubt from his mind was his first priority, and Gin knew, things in the Heaven's would defiantly begin to change under his kingship. Many plans and improvements were to be made, and Gin felt once he had address the past grievances in his coronation speech to all of Heaven, he could then dedicate all of his faculties to making good his bold comments at the conference, an unknown to many at that time now King.
Sitting in his new office after the renovations, Gin was meticulously going over several topics he wished to address in his speech. Feeling satisfied after the 200th reading, Gin rolled up the parchment, and stood to gaze out of his large window. "Today I shall take the first steps in ushering in a new age of prosperity for the Heaven's." Gin said as their was a knock at his door. "Enter." Gin said calmly, his back turned to the window as the young angel Gin had corrected or proper dress and mannerism not too long ago entered the spacious office.
"My Lord, you personal Guard has arrived, they are awaiting to escort you to the amphitheater for your speech." He said bowing to his new Ha-ou.
"Thank you Toushi, I shall be off to see them momentarily." Gin said walking toward the young angel. Placing a hand on his shoulder Gin smiled at the young man, "Toushi you have served me well as an assistant, and although you have not always done the best, you have tried your best and I thank you." Gin said warmly to the young man, who was apparently taken aback by his words.
"My... my liege... I... thank you Sir, I appreciated you compliment." Toushi said embarrassed at his fumbling words.
"It is for you and the rest of Heaven I seek to restore order from the darkness set upon us by the Yami-ou's influence, times are changing Toushi, we must all be prepared to give our all, I just hope the remaining host can deal with me as you have these past years, as well as display the resolve that you possess I have come to admire." Gin said as he went to his desk, taking his parchment.
"My Lord, you may have been strict but you were always a great superior, you are as much responsible for my resolve as I am, for it was through your discipline it was forged." Toushi said to Gin as Gin turned to face him.
"That my be true, but your single superior and the rank of King are vastly different, I can only hope my subjects are as malleable as you." Gin said walking toward the door. "Are you coming along Toushi, or do you wish for the fleeting grandeur of my office to amaze you further." Gin asked turning the door knob.
"Yes sir... sorry sir... Coming now." Toushi said walking behind Gin.
"Come, I have a speech to deliver that will change the face of the Heavens forever, by today's end Law shall be restored." Gin said, as he and Toushi set off, escorted by the Einjheriar.

As Gin, Toushi and the Einjheriar entered the amphitheater of the seventh layer,Gin signaled his personal guard to break formation, commanding two to stay at the entrance outside, two inside, and the remaining to line the Halls leading to the main balcony, all with clandestine hand signals, native to soldiers when in the field when speech is unavailable and remaining hidden is imperative. Gesturing Toushi and the largest Einjheriar to follow, Gin walked toward the balcony where the Elders of Heaven awaited him, all seated, as well as an entire amphitheater of angels to hear the words of their new Ha-ou.
"Stop and wait here." Gin commanding to the large man carrying a grossly over sized Zanbatou, as he nodded Gin open the door to where the personal sky box he would address the coliseum of people stood. Walking inside, Gin told Toushi to have a seat, as he had conversation with elders to engage in before his speech. "Do any of you have words for me before I address my people gathered here today?" Gin asked, asserting his new authority.

Yamashiro walked into the skybox, a contented look across his features. He had been impressed with this youth's dealings at the Celstial Conference and it was because of this performance there that he himself had nominated him for Ha-ou. The other Elders, with the exception of Mimiko had agreed, which surprised everyone else there because they usually did not hear much by way of nomination from him.
Yamashiro hoped that he hadn't made a mistake by nominating him for Ha-ou, and if he did he assured himself that he would not again be inputting his own opinion on the matters in Heaven for quite some time.
Seating himself amongst the other Elders, he heard Kouzetsu ask for any words for him before his speech. The Elohite inclined his head and decided to answer. "I think that you have done enough to show those of us in charge that you are worthy. Choose your words carefully and the same will apply to the people whom you are addressing."
With that he sat up straight, his posture indicating that he was through speaking. He waited patiently to see if anyone else had any words.

"Yes, those of you in charge..." Gin said sardonically, looking away from Yamashiro. "I would like to hope your age will not be a factor in how you address me in future dealings Yamashiro-sama, I tend to think that rank or status will be least important in the rebuilding of our Realm, my predecessors lack of initiative has made things more difficult, and hopefully after all Hellion loyalist's have been purged we can begin anew, a fresh start for Heaven. Which reminds me, I will be calling a meeting every Celestial month to inform you Elders of my plans for Heaven, suggestions will be welcome and considered. And if their is nothing else I am off." Gin said, addressing the Elders with a slight annoyance in his voice. The words he had to say he felt had been put of for so long, and he waited begrudgingly for any additional comments from the Elders.

Mimiko folded her arms at Yamashiro's ridiculous show. How dare he not vote for Tsubasa and then, to add to injury nominate someone else to replace the ex-Ha-ou? It didn't make any sense. It had all happened to conveniently, and Mimiko was wondering if the Elder had a vendetta of sorts against Heaven. Tsubasa was as good a leader as anyone else, and she would have brought down Hell without bothering to make empty promises to please the people.
Mimiko turned her face away from Kouzetsu, refusing to look at him. She had been the only Elder who hadn't voted for his appointment, and she was sticking by her decision. For some a reason that Mimiko expected to be for show of good will, even Tsubasa hadn't voted against Kouzetsu, and so it was Mimiko's duty to represent her Mistress's actions with her own. Tsubasa needed the show moreso than Mimiko did, and she gladly had done so. Now, being forced by Tsubasa to attend this event, she still refused to offer him her support. And she would continue to do so unless instructed to do something specific by Tsubasa.

Lailis was loud as usual, actually getting up from his seat to pat Kouzetsu on the back in a jovial manner.
"You'll do fine," Lailis said. He actually believe in Kouzetsu and thought that he would make a fine King. Yamashiro's words clearly meant that had been serious about nominating him for the Kingship. Lailis supported him and had seconded the motion, and he was rather happy that Kouzetsu had gotten an almost unanimous vote. However, he was worried about Tsubasa. She had voted for him, which meant that she either had plans for him or she had given up. And he didn't think that it was the latter.

Setsuna with followers, quietly entered into the theater and took a seat in the rear of the Elders, Kings, and other beings. She watched silently as the installment commenced.

Hotaka arrived shortly after the other Kings did. He always wanted to portray himself as an equal to his subjects, so that they could feel comfortable giving both compliments and complaints equally. AFter about a month, Hotaka had managed to sit and conversate with all of the families in his kingdom. He smiled at his accomplishments. Hotaka ignored the skybox and sat amongst the people of the kingdom in the amphitheater below. He smiled warmly and nodded to all those who recognized him.

Standing now in the orator's front of his personal sky box, Gin took a glimpse at immense crowd before him, the rafters filled, the amphitheater seating over a million celestial beings of various rank and race. Once his face became visible, the steady murmurs and cheers of the crowd became audible, as many had never seen the face of their new Ha-ou before today. Gin stood their basking in the new experience before raising his hand to address the subjects. Silence fell upon them assembled as they awaited to hear Kouzetsu Gin speak.
"Kings, Elders, and all angels assembled before me today, I am Kouzetsu Gin. I stand here before you, not as a King, not a soldier, but as a citizen of Heaven, the one title that links us all. I am your new Ha-ou, the Choubatsu-ou, the discipline king. There are many out there to whom my features are not familiar, and those of you who do know me may be unsure of my ability to carryout the task before me.
"Many wonder, what is this task I speak of. Is it ruling Heaven, and that answer is yes but that is only half true. Ruling Heaven is all but one facet of the responsibility bequeathed to me by my position. The task before me that I have decided to take upon myself is the restoration of our realm from the vile filth that has sought to destroy us from within like a cancer. One may ask themselves, is it the Hellion beings I speak of, and to that I say nay. The 'fallen' are but a wound, left open and gaping in the bosom of our realm, the culprit I speak of is complacency.
"This complacency has shown itself in the inadequate rule of Heaven, and whether that be from the sloth and shiftless rule of my predecessors, or the lack of initiative displayed by our Kings, current and deceased, or the apathy of our Elders, Heaven now lies in shambles, unaware of its next move, allowing the fallen usurpers to hold sway, plant seeds of insurrection and doubt, as well as actively and passively kill Kings and Elders alike. I assure you today, in my first official act as Ha-ou, I tell you that the subtle reign of the Yami-ou in Heaven is at an end. The realm of Heaven will no longer be treated as a mere vassal to the abomination of sin, concocted by the vile wretch who sought to unravel the majestic tapestry the we as a Realm once possessed. The nefarious agents of Hell will find the new age of Heaven that I shall usher in to be quite unpleasant, and I can assure them this now, there will be no safer time to make their escape than as I address my people here and now.
"Many may ask, what gives me the right to speak on matters as such. You may question, what have I done boast such ideas and delusions of grandeur, who am I to claim to change any thing. I am a Malakite, a warrior of Heaven, denizen to the only race of Heavenly beings who has yet to have a single member fall into the abyss of obscurity and discontent, to become the pawn of a ruler who sates their appetite of destruction in gross acts of debauchery and carnality. I am a soldier who fought bravely for my Realm, nearly dying in battle, in an attempt to secure the lives of other Heavenly beings in the Kouma Sensou, protecting you then as I will now and until my end.
"My path has been one of blood and sacrifice, remaining injured for sometime, as I have had to watch my home destroyed from within. And whether actively or passively, the Yami-ou's presence in Heaven has been nothing but detrimental to us, while the 'leader' of the fallen fortify it's home, adorning it's walls with the heads of all of our Kings slain by it's cruel hand. This will change as of right now, as from this moment on all Hellion beings are barred from entering Heaven, under penalty of persecution and death. Under the same token, those who choose to remain loyalists to the Yami-ou will be extradited and expunged from Heaven, extending to any upright who haven't been approved by myself as legally designated to frequent Hell.
"We cannot afford to have the lax attitude we once possessed, as this is the source of our home being laid to waste by those who value naught but sin and ignorance. This has cost us dearly in the past, but shall plague us no longer. Many will chaff under my authority, and I cannot promise hasty ease to the tension already caused by a war delayed by false treaties of peace, mock weddings, and the subtle betray that came along with both. Those responsible for this have been dismissed by their own ruler, the Yami-ou and therefore have no protection. From here on out the 'rebels' Ishii Shoko, Itsuki Karasu, and Kumori Kasumi are to be killed on sight if found in Heaven, or the mortal Realm.
"As for the looming war with Hell, this is not a top priority of mine at the moment. I do not believe in fighting without preparation, engaging an enemy without the cohesive unity of an organized attack, as we stand with 3 layers without Kings, no specially trained or united military, or adequate means to wage war, any altercation on a grand scale would result in the obliteration of Heaven. This is not something I will stake my kingship on, as I have seen what lack of preparation has wrought in the past, and do not wish to see Heaven befall the same fate twice. When we are well armed and equiped to deal with the Hell swiftly and sufficiently, then we shall engafe in combat if there be need, but not before we have saved ourselves form the madness of disorder.
"My reign will be one of new beginnings, reconstruction, and reestablishing stability. With your help, I seek to usher in a second renaissance for Heaven, and under my guidance, we will shine once more as a jewel amongst all of creation. The time has come for us to reclaim our home, united we will accomplish this task, guided by the laws of divine justice, as well as to the benefit of every lawful being thought the expanse of creation." Gin finished his speech passionately, brandishing his silver wings as the began to radiate white luminescence. As the wings spread, the white fire began to glow softly, the plumage of the new Ha-ou spreading out in a scene visible to all, the loose feather burning softly in the gentle breeze.
"Let the sight of my wings be my extension to all of you, as I felt I had lost them in service to Heaven, they returned to me, my faith in justice unwavering. My wings will serve as an example to me always, that the damage of Hell may be undone only if we are willing to put forth the effort to mend what's broken." Gin said as the coliseum exploded into applause.

Mei only caught half of his speech as she was making preparations for both her and Gin's trip to the Faerie Realm. She stood behind out of view of the people and applauded along with the unseen crowd below. She felt moved and was grateful and relieved that Heaven now would be heading towards the right direction. After she was done applauding she waited patiently for Gin, so that she can escort him to his office where she would then be able to take him to visit her aunt.
