Tenmeigakure (Village of the Dawn)

The Village of the Dawn is a Ninja village located in the Himilaya's. The population is human, all whom have trained to manipulate their own element. Every person in the village was trained to manipulate the element most suitable to both personality and body type, seeing as all Ninja of the village employ their elemental skills as combat enhancers.

The people of Tenmeigakure are bound to the clan by honor and by pride. In the three hundred years the village has been in exeistance, there hasn't been a single betrayal or defection. They share all things equally, and because the people can control elements no one is hungry, naked, or without shelter. The climate is controled by an intriqate combination of elements that form a dome over the village. On the outside of the village is a constant blizzard that would be deadly to near all mortals, those who can travel through it are admitted into the village and trained. If they are able to survive the trials set by the elders to test them.

The system of government is as follows;
Clan Leader-
This person is the head of the village and has the power to give any order to be followed under absolute authority. If you told to through yourself from the mountains, you do so. This person is also very skilled in combat and the use of elements as well as jutsu.

Head Guard- These are the seven most skilled ninja in the village. They are given the honor to protect the village and it's leader from all assailing forces without fail. These individuals have been known to go as far as sacrificing themselves mentally or socially for the power to accomplish their task and defend the village. They are also the Clan leaders advisors and council, skilled tactitions and effective leaders in time of crisis. They are seen as the most vital force of the village, and as such are more honored then even the clan leader in quite a few eyes.

Elders-
The village elders are not simply a group of old Ninja. They are the scientific minds and the mage's of the village. They come third in the chain, but are looked upon for guidence and for ideas when there are any situations outside of combat and war. The Elders are a collection of mages and elemental specialists whom have developed an excellent mastery of the element they wield. They are responsible for the elemental dome that keeps the atmosphere controled and for any inventions to make the lives of the village better and more sufficent. Though the elders are numerous and powerful, they have not once been in the position to command the village. Instead the honor of the elders is that they keep the village healthy and strong with their skill.

The following are the classes of ninja in Tenmeigakure.

Assasin-
The assasin is the key to peace for Tenmeigakure. They are few, but they are revered for their ability. The assasin class ninja of the village os the dawn are considered untouchable, if visable. They keep the people safe by eliminating all outside oposition before it arises. They are skilled trackers and excellent fighters. Of the many ninja in the village these are the most feared by the enemies of Tenmeigakure. This fear comes from the fact that no mortal has ever seen an Assasin outside Tenmeigakure, not even the souls of the dead can identify one of these ninja.

Berserker-
The berserker is..of course..the muscle. This class is nearly just as feared as the assasin, of course, anyone who has incounterd one will never tell you they fear anything as much. Though they usually lack the finese and tracking ability of an assasin, the pure brute strength of the berserker is a terrifying thing. A berserker is known for the inate ability to kill any oponent with the force of the blade's stroke and not the blade itself. And if you happen to be hit by the blade itself... Not even the god's of the Dawn will be able to sort you out. They are fewer then the assasin, only about 9 of them at the moment.(7 of which are female)

Elemental-
This class of ninja is considered the weakest. As most of them are mage's who failed to enter the elder class. The power of their magic however is nearly equal that of the elder branch. These ninja do not fight, they cast their battles. They are often shunned as weaklings, but not a one has ever fell to a blade in the history of Tenmeigakure. Even though they have weak bodies for hand to hand combat, they are finely tuned to use elemental magics. The power of their jutsu is so great that the energy is visible as they enter battle. The mages of this class maintain the atmosphere dome above the village under the supervision of the elders.

Class-less-
are your run of the mill ninja. They can do what they are supposed to and that's all. These ninja are often used to tend to fields and to do the building, cleaning, and other seemingly menial tasks. Though the class-less are still skilled they are not needed for missions and such and are therefore able to support the village by doing everything else.

The term jutsu refers to the form of mortal magic used by the village ninja. It is the same as casting a spell, usually by making a seal of some sort before releasing the energy. Some make the seal with a sign of the hand while other use words. Many others have seals tattoed on the body, carved into tools or weapons or other such. Though the mass majority of ninja need seals or incantaions there are those who do not, and will the energy of their element to do as they wish to an extent. These are those of the upper classes and they are few.

Okay, I've read this. I understand what you're saying. I get it.

But I don't know what you want me to do with it. Is this to be counted as an organization, like the Devil Saints? If it isn't, then there's not really a need to actually put this up anywhere. Who is going to use this information other than your TWO characters?

I need to know if you're leaving this open for other people to create characters in.

Yes. It's open for anyone who wants to make a mortal character and not have them powerless and title-less. It's not to say that no one has any good humans but the race seems to have no basis so I'm putting one in. Please, it's an village of ninja type peoples. They can be hired and called for help in other peoples plots and stuff or whatever.

Well, my official ruling is this:

When the Hijiri-Heru [The Devil Saints] wanted to become a group, we required of them two things:

1. That the group have a purpose that would involve interacting with other characters on the RPG; and

2. That you have at least four members [separate players] with characters in your group to begin.

You're lacking both of these things, and this won't get any consideration until you meet the terms above.
