Gin had arrived in the second several days ago, escorted by an assortment of mages of varying specialties, as well as his person cadre of Einjheriar. After the complete repair to the estate of Haruhi, leaving the previously carnage filled place a vacant space now, to be fulfilled by an adjacent king when they are appointed.
After taking care of the more tedious and depressing of issues Gin made his way to Gelsifer. Taking time to appreciate the unique architecture of the city, Gin made his way to visit several the museums. While partaking in such leisure, Gin had his Einjheriar comb the city, visiting its many Magic Schools and Institutions, spreading word about the Ha-ou's plan to reintegrate the Kyrum into Heaven's grand plan.
Arriving at the Grand Hall of later in the Gelsifer, Gin awaited for the many of the Kyrum to show, hoping that they spread his word to those that could not attend. Penning his speech in the confides of his personal room in the Hall, Gin heard a rapping at the door. "Enter." Gin said, his back to the door, continuing to finish his speech.
"Sir, the count in the hall has reach near one thousand." Kogane said gruffly.
"Good, inform the people they shall hear me in 15 minutes." Gin said, frivolously penning his speech.

Standing before all those gather in the hallowed halls of the Nisou's large and antique coliseum, Gin was ready to speak to the Kyrum that were gathered here, their appearance a calming sort of eerie, as if Gin was indeed speaking to a room of spirits, spirits he would hope to instill vigor in, along with a sense of both purpose and pride despite the terrible events as of late. Clearing his throat, Gin raised his left hand to silence the sparse amount of rabble in the room.
"My citizens, I bid each and every single one of you many thanks for being here to day, it is my esteemed pleasure to be here in your presence today. You have come before me from all walks of life, young, old, angry, confused, and even saddened, a sentiment we all share in lieu of recent events. I am here today to offer the Kyrum a chance, the chance they rightful deserve to be counted as equals among the other choir, a sense of equality that has not exited for a long time."
"There is a change coming to the Heavens, and I assure you that you will not be left behind. I hope to include you in a grand plan, a plan to ensure the safety of Heaven, the put the Kyrum where they deserve to be, at the forefront of the destruction of Hell along with every other choir in the Kingdom of Heaven, a form of pathos for the pain we as a people endured ." Gin said as the assembled began to applauded his speech. Taking their happiness as his cue, Kouzetsu Gin, Ha-ou of Heaven addressed his people in his standard manner, ironing out the bluntness of his words with a smoothness signature only to him. He informed the people of his plans to integrate them into the military via the 'Elementech' Project, something that was met with mixed reviews, the crowd both happy and indecisive about how to address this new radical course of action, something Gin was actually expressing.
"I am aware of the repercussions of such an endeavor, and let me say this, this is a specialized military operation, and the recruitment process is completely voluntary. All I ask is that those who cannot partake in this endeavor please consider joining an outfit for reconnaissance in the mortal Realm. I need not warn that neither of these options are to be taken lightly, and the penalty for 'Falling' in the line of duty is death, crime being treason. I hope to see as many of you as I can during the screening process. Thank you for your time my citizens." Gin said walking to the back, hapy to see his efforts were met with a modicum of success.
"So... what now?" Kogane said, walking behind Gin as he past him.
"We go to build the weapons of war and espionage my friend." Gin said casually, walking out to enjoy the rest of the day in the second Layers capital city.
