"Silence," Tomoyo said to Rei, her voice harsh. Nothing that she had said had served any purpose but to further fuel the Uprights to anger. They were at the brink of a decision, and the Rai-ou had to decide to say something foolish. Hell's reputation wasn't the one at stake here; Heaven's was, and this Kouzetsu Gin knew it. She wasn't sure how many times she would have to tell Rei--
Suddenly, Tsubasa got up and left, without a single word. Tomoyo tried not to laugh; was it possible that she would take a course of action that could have her compared to Ren later? She would have remember this occasion the next time she needed Tsubasa's anger. Surely this would take her over the edge. Tomoyo was sure that there was a reason for her leaving--had Heaven planned it? Was it a set up for something?
Tomoyo didn't think so, but since no one had taken the moment after Tsubasa left to say anything, Tomoyo answered Gin's comment, now the commentary from the Elders and Kings had subsided.
"Gin, I believe I told you a little while ago that Hell's position on peace between the Realms relies solely on Heaven's objective. If I can be assure by a majority vote of the Heavenly Elders and Kings present--" she cast a glance at the door where Tsubasa had gone, "--for sustaining peace between the two Realm, I will order my Kingdom into the same action. Is that plausible? Are there any objections?"

Gin watched as Tsubasa stood and exited the confrence, "My Lady Tsubasa, I implore you, you must stay. The one potential traitor falling from our ranks is one thing, but you are a pillar of Heavenly will, and one of the most powerful elders, you must see this meeting until its conclusion. If I have said anything that you disagree with, make light of this to me personally when we return to the Heavens to either prepared for war or begin the process of reconstruction, neither of which you will know if you leave now."
"I am sorry for my for precociousness today, but I was mearly attempting to speak for you, as well as my all of our, knowing that you past 'expirences' with certain people here or not, have not been pleasent. Please my Lady, stay for only if to display your resolve and strength in the face of all you detest, show them that we will not quit when we are presented with adversity. You are a fellow soldier, and my superior and I am willing to face what my insubordination has wrought, but please Tsubasa, stay..." Gin said, standing and speaking to Tsubasa passionatley as she made her way out.

Setsuna watched Tsubasa prepare to leave, and she honestly was not upset about it. Tsubasa had changed so much, she was just short of nothing but trouble.
Setsuna completely ignored Gin's pleas to the fleeting Tsubasa. If she wanted to leave, by all means, she should. Acting like a spoiled brat changes nothing.
"Tomo, if it is comformation you need, I vote to maintain the peace between Heaven and Hell." She then looked to the other Heavenly Kings and Elders.

Mei watched as yet another Heavenly being left the meeting, she wondered why she left but figured she might had a good reason too.
"Well, if its until Heaven mends itself, I'll agree for peace." Mei then turned Tomo, "If Hell can maintain peace then Heaven can maintain peace."
Mei crossed her legs and looked over to Hotaka and the Elders to see what they were going to say.

Tsubasa came to a halt as Gin answered her actions with words; they were smooth as always, an imploring tone that would convinced the others that he actually cared about her staying.
She watched as Setsuna and Mei both vouched for peace, not even bothering to wait until she was gone before they voiced their treacherous opinions. Mei seemed a bit more reluctant than Setsuna--but that didn't excuse her in Tsubasa's eyes because she knew it was her personal dealings with Heaven that spurred such a response rather than Heaven's dealings with Hell.
She pondered how she should respond to him; she felt rather...angry, but wasn't entirely sure if it would be wise for her to express the extent of her displeasure. No, that wouldn't do at all.
She turned to Gin, to address her peers.
"I will not be like that savage traitor," Tsubasa said, and she folded her arms. "I will not abandon Heaven when it needs me most. But I also know every single person in my ranks from this room, and I can say with one hundred percent accuracy that I will outvoted in my opinion on this matter today." Her anger at all of these unpatriotic fools began to rise inside of her, and she couldn't believe that she was still standing there defending her actions and explaining them. She gritted her teeth.
"And because I am certain of this, there is no further reason for me to stay. I will be going after the traitor Ren, if you don't mind. You know, to do something that will actually be useful to Heaven."
At that point, she turned and left, exiting the cathedral before she could hear a word of protest.
When she breached the kekkai surrounding the structure, she called Devlin, the spirit of Chaos, to her.
He paused when approaching her and she glared at him.
"What, what is it?" she snapped loudly.
He was silent for a while, but Tsubasa knew better than to rush him. "...you are a little less...unstable now. I do not know whether or not this is a good thing."
Tsubasa smiled, her mind picturing Ren and how he would soon slowly, slowly, be dying..."I have come to realize a new goal of mine of late. Heaven is doomed. I have tried to salvage it, but the insistence of the Kings is detrimental to my cause there. I am allowing them to do whatever it is they want to it. I am no longer devoting my entire life to it. I devoted one life to it, and this is what it gets me. Devlin," she added in offhanded air, "Please, tell me the location of that dreaded spirit of Storm..."
Devlin closed his eyes, saying, "...there are...two locations...strange..."
Tsubasa was confused. Two spirits of Storm? The Yamazaki were trying to fool her no doubt. "Where are the locations? We'll have to scout them ourselves."
"One is in the catherdral behind you. The other..."
Tsubasa pondered...had the two twins exchanged powers or something of that sort...Yamazaki Rei...
"She is in there...so I will have to search the other location. I am not going to step back into that Hell infested place. As far as I am concerned...they all might as well be fallen."
Looking at Devlin, she said only four words: "Take me to him."

Hotaka watched Tsubasa leave and frowned slightly. She was acting like a child. It was obvious that she wanted war and it appeared as if she wouldnt get it. She stormed off.This wouldnt be the first time she had done something like this. The funny thing though, was that this time the person who had done this had been in the favor of everyone. I knew that I wantd peace as well, but I also knew that there those in Hell who still proposed a threat. I would sit and observe. I knew what i wanted to happen, but It looked as if my input wasnt needed at all.

Mimiko fought hard to not get up and leave with Tsubasa. She did not like her mistress going off alone and she didn't want her to die again, killed by the same person who made her perish the first time. However, she also knew that she had to stay to advocate the beliefs that she put forth.
When Tsubasa had exited the building, Mimiko had tears in her eyes. "I don't agree with this at all. I vote against having peace. Hell doesn't deserve peace. They deserve to have war, to live in constant fear of us attacking them. They deserve it all, and I will not sit here and allow you to betray Tsubasa like this! Where were you all during the Kouma Sensou? Most of you hadn't even been born! You have no idea what Tsubasa went through to salvage what she could during that battle! She saved hundreds of Angels! Where's your respect? Where's your confidence the same judgment that has saved us in several battles before?"

Mizuki couldn't believe that Mimiko was being so bold...but she seconded her thoughts.
"Tsubasa raised me," Mizuki, her voice much lower and politer than Mimiko. "And her decisions are right. I don't agree with this mimicry of peace between the two Realms. Not when Sanada is still alive. She is evil, and spiteful, and she'll probably disobey the terms of the treaty. This will not end well."
She was still remembering Ren's exit. She had loved him...and now he was beyond saving...he was no longer an advocate of Heaven...he no longer believed in their cause. She had always had a small part of her that believed that he could be persuaded away from the Yami-ou...

Sighing in disappointment, Gin returned to his seat to address the remaining assembled, "Lady Tsubasa should not have felt the need to depart." Gin said regretfully.
Listening to the remaining Heavenly assembled, some feeling neither regret or happiness at Tsubasa's departure, others closer to her to distraught at the sight her leaving, "I agree with you on several things Mimiko and Mizuki, but the fact of the matter is this, we are in no shape to wage any war, tactical we are to vulnerable. I am aware of Celestial War in the past, I am a soilder who engaged in such battles for Heaven, and I can assure all her today we do not have the advantage we once possessed.
"We are too open with so many missing Kings, and we have no ascertainable unity to speak of, making it extremely difficult to assemble any unified front against a 'fallen' attack. This has lead me to believe that Heaven feels an incessant need to wage a war it cannot win at the moment, to boost morale, and bring unity to an already quickly crumbling assortment of distrustful angels. I feel if we were to adequately tend to the needs of our Realm, and not engage in bloodshed that will result in our complete and utter defeat, we might be able to stem the tide of war, maybe not indefinably, but long enough for the warlike to see that we must purge the Heavens of dissent, before we walk into defeat, and inadvertently destroy everything we seek to protect.
"Yami-ou Sanada Tomo, nothing else will come from this meeting, and we only seek to lose more face by staying, awaiting the departure of more Kings, adjourn this farce, for the sake of peace now, so that we may build toward it later." Gin said as he looked into Tomo's eyes.

Despite her best intent, the point of the meeting had not been realized--she had not wanted to go to War with her old home at all. She had not wanted to have to settle for peace only to go into battle later.
Other goals had been met; those other than Tsubasa had voiced their own unique opinions, and they had broken the chains that the ex-Sora-ou had previously held at them.
But this Gin was asking for something that she did not want to give. She did not want peace just so that they could all begin fighting again.
Sighing as the Elders and Kings of Heaven showed their support, she ignored the protests of Mizuki and Mimiko, whom she knew to be brainwashed by Tsubasa.
The vote in favor of his suggestion had come from the majority of the Heavenly beings present, and she couldn't tell them no.
Sanada Tomoyo dipped her head in a bow, and said, "It is as you have voted. My policy in Hell has always been to not attack Heaven unless it strikes first. There have been very few lapses of this policy, and it will uphold with the most egregious consequences if it is breached. I assure you that upholding this pact is of the highest priority of Hell, each of the rulers and myself included.
"Since you have taken it upon yourself, I suppose that this meeting is official concluded. We will have to meet later to discuss our terms." Her eyes roamed the Heavenly crowd, wishing that things hadn't come to this.
Even though she was talking to Gin, she was still thinking of Tsubasa and Ren, and hoped that Ren had had the sense to go wait in her layer of Hell for her to come back. She didn't like the mood she was in and she protectively touch her stomach as it clenched slightly.
Realizing her actions, she quickly put both hands behind her back and stood, waiting for the Kings and Elders to depart.

"Very well then, we are in agreement of the temporary peace accord struck here today, but it is only verbal, and therefore has no more worth than the integrity of those who have heard it. We shall arrange for a meeting in which the agreement can be authorized and official from the respective Ha-ou, when have has seen to fit toward the acquisition of a new one, and Yami-ou." Gin said standing to his feet wasting no time or effort to speak for the gathered.
"I am leaving now, not having any desire to remain here any longer or business to discuss further, Mei I shall hope you will accompany Hotaka and myself. You came here alone, no need in departing as such." Gin said, extending his hand to Mei as he removed himself from the table of hellion Kings.

Mei reached for Gin's hand and got up brushing the seat of her dress from any mortal evidence of dirt or anything of that nature. "Very well then. The sooner we get home the sooner I can get my people to start my preparations before I make a visit to see my aunt. There are things I must speak about to her, about the war and personal matters." She wrapped her arm around his. "Lead the way please."

Hotaka stood and bowed to the gathering. Hellion or not, they were still kings and had to be treated as such. As Hotaka walked along side of Gin, he once again formed the Sign of the Cross over his body. His ascension to Heaven had all but shaken the beliefs he had come to live by. This was truly something Hotaka did NOT need to put up with. What with everything else that was going on.

Setsuna shook her head slightly at the three other Heavenly Kings leaving. She gathered her things. She glanced Tomo's way catching her eye. They would have to talk later.
She beckoned her angels and proceeded to her throne.

Rei was the first of the Hellion kings to make ready to depart. She was severly regretting that she had let her brother talk her into comming to this meeting, especially when Tomo had made it abundantly appararent that she was there for little more than intimidation purposes.
Sliding her chair back and smoothing out wrinkles on her clothes, she walked around the table to stand in front of Tomo.
Fisting her hand over her heart and bowing stifly, in the gesture of salute she hadn't used since she left heaven, she straightened to look blankly into the other womans eyes.
"If theres nothing else you'll have of me, Yami-ou heika-sama, I need to see to my brothers saftey before awaiting your next orders."

After even the Rai-ou had been told off for speaking, Hayate had thought it wise to keep his opinions to himself. He didn't try to disguise his look of shock at the proceedings thereafter, however.
He started to his feet after watching the fifth layer king bow in submission to the Yami-ou and wondered if she had hit her head somewhere along the course of the meeting when he wasn't looking.
Only the presence of the heavenly beings still in the room prevented him from commenting or going to her side to check for head trauma.
Intellectually, he knew what she was attempting to do: Get out of the room as fast as possible, but at the same time trying to keep up the united front in front of the heavenly beings that she didn't trust.
But while he knew it, he still couldn't help but feel a modicum of worry for her.
